JKEEGA calls on Chief Secretary
9/4/2021 11:38:06 PM
Early Times Report

Jammu, Sept 4: A delegation of Jammu and Kashmir Electrical Engineering Graduates Association [JKEEGA] led by Sachin Tickoo, general Secretary, Munshi Majid Ali president, Ashok Kumar Dubey, Vice-President, Rajeshwar Jamwal, Provincial Secretary, today called on Chief Secretary Jammu and Kashmir here in Civil Sectt. Srinagar Kashmir and vehemently requested him for clearing the proposals of regularization of Engineers of Power Development duly recommended by the empowered committee constituted vide GAD order no-308-JK[GAD] of 2020, Dated-02/03/2020 and vetted by General administration department as well.
It is pertinent to recall the SAC meeting held on 22.10.2019 which directed the proposal for regular promotions of Power development department be processed on fast track at departmental level without referring to Public Service commission as one-time exemption and whole process was supposed to be completed within 02 months by 30.11.2019 (GO No. 191-PDD of 2019 dated 23.10.2019).Accordingly in pursuance to the SAC decision, the empowered committee was constituted vide GAD order no-308- JK[GAD] of 2020, Dated-02/03/2020 .However despite lapse of more than 21 months since the SAC Decision, the regularization orders are yet to see light of day.
JKEEGA urged Chief Secretary that Power Development department having completed the marathon exercise of preparing, scrutinizing, examining the regularization proposals of 45 Executive Engineers and 179 Assistant Ex. Engineers as Executive Engineers /Superintending Engineers and Chief Engineers all of whom are retirees from year 2000 to 2018 placed the proposals first before the empowered committee which further recommended to General administration department and after thorough scrutiny are now placed before the establishment committee .
JKEEGA sought expediting the approvals of these two proposals given the fact that these are of retires who have retired way back from 2000 to 2018 and many of them are ailing, expired or settled abroad since majority of them are more than 70 plus of age and have suffered a lot on account of the non-regularization since years.
The regularization shall help to address the plight of engineering departments which have been forced to run on in- charge system basis and even sitting MDs/Chief Engineers across Power Development department are substantively only Assistant Engineers.
JKEEGA also sought the intervention of worthy Chief Secretary in issuing formal orders for notifying the Assured Career Progression which had been passed by Cabinet in 2018 and already released in favour JKAS/JKPS.
Further it also brough to his notice enhancement of the Fixed travel allowance from Rs 30 per month to minimum 1500 per month on the same analogy of Patwaris/Naib Tehsildars.
Chief Secretary gave patient hearing to the matters brought to his kind notice and he assured that the issues would be settled on priority in time bound manner.
