Contractors accuse bureaucrats of withholding their payments
‘We were better off when Article 370 was in vogue’

Jammu, Oct 9: Contractors are up in arms against the administration as their payments are not getting cleared.
According to the contractors, since the day Article 370 has been revoked, “no one is listening to them.” “Till Article 370 was in vogue, we used to get at least some of our works done. We used to approach the MLAs or other politicians and they used to at least listen to us. After Article 370 has been revoked and the erstwhile J&K State has turned into a Union Territory, bureaucrats have become so powerful that they don’t even meet us. Clearing bills and addressing our issues is a big ask, we are fed up with the system. Even if we try to meet them we are sent back and it's sheer humiliation,” they said.
The contractors said, “They keep on harping about development but the fact is that no development is taking place as the contractors are yet to receive the payments of the works they have done in the past years.”
“Our bills are sent back for one or other reason. We want to ask them why officials are getting paid if they cannot make the bills properly. Instead of stopping our payments they should stop their salaries. They just pick up holes in our bills.
It seems they are educated illiterates,” they added.
They said, “After abrogation of Article 370 we are not being even heard. We do not even get the material. After J&K has been transformed into a Union Territory things have become worse.”
It’s in place to mention here that Jammu and Kashmir High Court has passed an order that no contractor should approach the court. “Despite the court order, our payments are not being released. The Chief Engineer has not even written a single letter to get our payments released,” the contractors added.
They urged Lieutenant Governor to intervene and get their payments released.
