JKSAC delegations calls upon Chairperson NHRC

Jammu, Nov 29: A three member delegation of Jammu Kashmir Sharnarthi Action Commitee (JKSAC) comprising Capt. Puran Singh Chib, Master Gursimar Singh led by President Gurdev Singh called upon Chairperson National Human Rights Commission, Arun Kumar Mishra Former Judge, Supreme Court of India, at Delhi. Secretary NHRC and Registrar Law were also present in the meeting.
The delegation apprised him as how Displaced Persons (DPs) were thrown out of their native places in POK by the Pakistani regular army in the guise of tribals at the wee hours of particularly Oct. 22, 1947. They came to this side of J&K with empty pockets and barefooted and suffered untold sufferings and injustice at the hands of earlier state and central dispensations. The delegation urged upon the Chairperson NHRC to impress upon the J&K UT as well as Central govt. to implement the Parliamentary Standing Committee on Home Affairs Report No. 183 in letter and spirit, till POK is librated by India from illegal occupation of Pakistan and their claims of left-out moveable and immoveable properties are registered for final compensation. Gurdev Singh apprised Chairperson in detail about various issues of DPs of POK concerning their full and final rehabilitation particularly compensation for their left-out properties (unregistered), employment package/reservations for their wards, de-freezing of assembly seats, mutation of the land under their dwellings and strict implementation of Agrarian Reform Act in respect of DPs of 1947 besides other issues. He urged upon Mishra to impress upon the J&K UT govt. to take-up their rehabilitation case with central govt. on the basis of JPC report wherein Rs 30 Lakhs of ex-gratia relief grant has been recommended for each DP family and particularly a comprehensive employment package till some provision is made for their reservation besides other issues till POK is librated and loss of their lives and left-out properties are assessed for payment of full and final compensation. The Chairperson further apprised that their share of assembly seats have not been defreezed so far because of political considerations and DPs were deprived to represent their aspirations. He was told that JKSAC is in relentless struggle since 1967 to achieve adequate and final settlement of DPs. He was appealed to impress upon the UT govt. to project the issues to the central govt. as per the JPC report no. 183. He was told that DPs have no doubt in their mind that if the govt. projects the case than PM Narendra Modi and Home Minister Sh. Amit Shah having will and capacity would certainly resolve the decades old issue. Mishra listened the delegation very patiently and assured them that he would certainly impressed upon both the govt. with all the power at his command to resolve the decades old pending legitimate settlement issues of DPs of 1947 from POK.
