Delimitation Kindles Hopes On Jammuites

Delimitation of the assembly constituencies is necessary for holding of the assembly elections with a fair degree of representation .It is every bodies knowledge that the Jammu division has been discriminated ever since the freedom and self rule by the successive Kashmir centric rulers and the passive attitude of the centre dispensations. Thus has the Jammu region been discriminated in all matters of socio economic development. The Kashmiri hegemony and exploitation of Jammuites by the Kashmir centric rulers is the main cause of the discrimination. Since the Jammu division had never fair representation in the political system and rule of the erstwhile state of Jammu and Kashmir and so wholesale discrimination was a necessary consequence. The gross discrimination resulted in the economic and social deprivation of the gullible people of Jammu and Kashmir. Now that the delimitation commission has given the proposed recommendations of giving six more assembly seats to Jammu division and one more seat to Kashmir division, the people of Jammu have great hopes on the outcome of the delimitation exercise. The people of Jammu Provence have great hopes on the delimitation commission as Jammuites hope that the continuous discrimination with them will come to an end because the people of Jammu division will also have a fair representation in the political establishment. This fair representation will sound a death kneel to the over seventy five years of the perpetual discrimination with the Jammu division and now it is hoped that the glaring discrimination with the Jammu division will cease once the recommendation with regard to the delimitation will be implemented on the ground. The political parties should take active part in the exercise of delimitation but it is very painful and disturbing that the valley based political parties are up against the proposed draft recommendations and they blow hot and cold on the important issue of the delimitation. Unnecessary noises are being created by the vested political parties as these political outfits are opposing the draft recommendations. But their opposition to the proposed draft recommendations is without any sound base. The Kashmir centric political parties are falsely smelling the bad smell of so called demographic change in the Kashmir valley as a result of the recommendations of the delimitation commission .But there is no truth about this opposition of the recommendations of the delimitation.
The vested political leaders and the political parties oppose the draft recommendations of the delimitation commission without any sound and valid basis. The different political parties should cooperate with the delimitation commission and should provide a helping hand to it so that the recommendations of the delimitation commission will be translated on ground. As against this the valley based political parties are only opposing the draft recommendations of the delimitation and they are saying that the delimitation commission is working on the directions of the BJP government and the exercise of the delimitation will only result in the demographic change in the Kashmir division at the behest of the BJP and its centre dispensation. So the political parties of Kashmir should not oppose the delimitation commission and its recommendations only for the sake of opposition and should rather take active part in the delimitation commissions working. The assembly elections to the union territory of Jammu and Kashmir are long overdue and the conduct of the elections depends on the culmination of the delimitation exercise as it is the precondition for holding of the assembly elections. Thus if the mainstream political parties of Jammu and Kashmir are sincerely in favour of the assembly elections, they should take active part in the delimitation exercise and provide a helping hand to the delimitation commission and not become a stumbling block in the functioning of the delimitation commission. The Kashmir centric political parties of NC, PDP, CPIM, PC and other partners of the Gupkar alliance are opposing tooth and nail the proposed draft recommendations of the delimitation commission and the national conference is also planning to challenge the delimitation commissions recommendations in the supreme court of India little knowing the fact that the recommendations of the delimitation commission cannot be challenged in a court of law because the delimitation commission is a constitutional agency and it is an autonomous body and its working cannot be influenced by the government of the day and so it works in a free and fair manner and it is immune to the judgments of the courts.
Therefore the recommendations of the delimitation commission cannot be challenged in the court of law. So the best option is the political parties including the Gupkaries should see the sanity and not become obstacle in the functioning of the delimitation commission rather they should cooperate with the commission so that the recommendations put forward by the commission will be implemented by the executive so that fair representation is given to all the regions of Jammu and Kashmir and no region will fell neglected and discriminated. Therefore it is the moral and constitutional duty of all the political parties to participate in the delimitation exercise and also encourage others also to take an active part in the delimitation commissions functioning . But as usual the Kashmir based political parties are opposing the delimitation commission and its recommendations on flimsy grounds and its criticism is devoid of any sound and valid basis. It seems that the Kashmir centric political parties and constituents of the Gupkar alliance are only opposing the delimitation commission for the sake of pleasing the separatist and anti social elements and for gaining their support in the elections when held.
Thus it is for vote bank politics that the Kashmir centric political parties are raising the bogy of the so called demographic change in Kashmir valley when the fact is that the delimitation commission and its proposed recommendations have nothing to do with the population change and the opposition to its recommendations is bereft of any basis. Therefore the gullible people of Kashmir should not allow themselves deceived by the cunning political parties and also by the conglomerate of the Gupkar alliance. So for the good of the Jammu and Kashmir, the political parties whether of the Jammu province or Kashmir province should work for the interest of the Jammu and Kashmir and not play the card of opposition which has no basis and ground at all. Thus all the political parties if they want early assembly elections should cooperate with the delimitation commission and not oppose its functioning and recommendations rather facilitate its working in the best interests of Jammu and Kashmir. The mainstream political parties of Jammu and Kashmir are habitual of opposing anything and everything for their vested interests and for vote bank politics and the people of the union territory should not let themselves to be deceived by these cunning political outfits. The best course for the people of Jammu and Kashmir is that they should take an active part in the working of the delimitation commission and not allow themselves to be deceived by the cunning politicians. The people should see the game plan of the selfish politicians and should work for the good of Jammu and Kashmir.Coming back to the heading of this write up one can say that the people of Jammu division are hopeful and they are hoping some respite from the discrimination and their hopes lie on the recommendations of the delimitation commission and thus delimitation commission and its recommendation kindles hopes on the Jammuites. Thus the people of Jammu hope that the seventy five years of discrimination will come to an end soon with the implementation of the recommendations of the delimitation commission and so big hopes lie on the delimitation commission.
