GEASSOC appreciates Principal Secretary, Jal Shakti Deptt for opening deadlock of Promotion of Engineers

Jammu, June 27: Executive meeting was held today by All J&K Graduate Engineers Association, Civil, All Cadres(GEASSOC) today under the chairmanship of President Er. Gopal Sharma to discuss the burning issues of Engineers of Jal Shakti and R&B Deptt. In the meeting, the dynamic working of Sh. Ashok Kumar Parmar IAS, Principal Secretary, Jal Shakti Deptt was appreciated by all the Executive members of Association. During the past more than one year, all the promotions were at halt due to which most of the engineers retired one step below after desperately waiting for their promotions. Subsequently, Association persued the matter with Govt to bring a dedicated Administrative Head for Jal Shakti deptt for improving the efficiency of deptt and resolving issues of Engineers. It was disclosed by Er. Gopal Sharma that soon after assuming the complete charge of deptt. Mr. Parmar took maiden meetings within and outside the deptt for the progression of deptt as well as Engineers and accelerating the pace of developmental works. During series of meetings with Association, Ppl Secretary sought some time and had assured that long pending genuine issues of suffering engineers will be resolved shortly and Association feels that Promotion order of 20 AEEs as Executive Engineers in the 1st instance is just a trailor of his positive approach for upliftment of deptt from darkness for which Association is thankful to him. Furthermore, it is expected that promotion of remaining Engineers will be made very soon taking into consideration seniority of engineers and accommodating in the promotion list from AEE to Executive Engineer, the AEs of 2005 batch who were promoted as AEEs in the year 2007 and also consider the claim of AEs who were promoted as AE in 2006 before joining of Direct recruits on 1st Jan 2008. Hon'ble Supreme Court judgement titled Suraj Parkash Gupta Vs State & Others in the case of Promotion of Engineers in J&K needs to be followed in letter and spirit for making promotions.
Moreover, promotion of Executive Engineer to Superintending Engineer and S.E to Chief Engineer, AE to AEE & JE to AE which is in pipe line also need to be issued at an earliest to remove prevailing stagnation.
Association thanked Lt. Governor, J&K Advisor(B) to Lt. Governor, Chief Secretary, J&K Govt for posting of officer of high calibre to Jal Shakti deptt for taking out the Dept shortly clouds of high darkness.
Er. Mujib Tak, State Chief Patron (GEASSOC) said that earlier Shailendar Kumar IAS, Principal Secretary R&B Deptt did a lot of appreciable work for R&B engineers and we are now hopeful from Ppl Secretary Jal Shakti Deptt as a new ray of hope has surfaced in Jal Shakti Deptt in the form of Mr. Parmar which will create a history in fulfilling the genuine issues of suffering Engineers at an earliest. Mr. Tak highly praised the tireless efforts being made by Ppl Secretary from the very first day of his joining and for resolving various issues of Engineers and it is expected that all the pending issues of Graduate Engineers will be resolved now on fast track basis.
Association appealed to both the Ppl Secretaries to issue Orders of Regularization of Engineers at all levels and also playing a key role in issuance of SRO for already approved Assured Career Progression scheme for engineers for moral boosting of Engineers as now engineering deptt is having double engine in the form of two dynamic Principal Secretaries with positive approach. Mr Tak also appealed Engineers to work selflessly with sense of responsibility to bring laurel to the deptt.
