Construction workers hold protest, highlight demands

JAMMU, Aug 2: The Construction Workers working in organized and unorganized sectors today organized a protest demonstration before the office of CEO/Secretary BOCW Welfare Board Jammu and strongly denounces the management of Welfare Board for its casual approach for providing social security benefits to beneficiaries of schemes framed under J&K BOCW (RE&CS) Rules 2006. A large number of construction workers participated in the demonstration with placards in their hands and recited slogans in support of their demands.
Om Parkash General Secretary of State Committee of CITU said in his address that BOCW (RE&CS) Act was enacted for providing social security benefits to more than 6 crores construction workers of our country and to cover them under the Act by making registration process more easier. In the year 2015 CEO/Secretary of J&K BOCW Welfare Board had created a hurdle in speedy process of registration by circulating a order dated 04.06.2015 with the directions that employment certificate should be signed by concern BDO/Tehsildar/AEE instead of registered Trade Union/Surpanch/Corporator etc as per Act, he said. Immediately after the order we knock the door of Hon'ble High Court of J&K and court in its judgement gave stay order dated 29.09.2015 but concerned authority has neither been appear before court nor obey the stay order of High Court causing thousands of registrations of poor workers are lying pending in the office of ALC Jammu he added. He said Labour Officers in the office of ALC Jammu are rejected employment certificate by violating hon'able High Court's stay order. He urged upon the workers to intensify the struggle with full force against present dispensation.
Speaking on this occasion Jagdish Sharma National Secretary of Construction Workers Federation of India said that 46197 registered construction workers of Ten Districts of Jammu region have submitted their Children Education Assistance claims in November 2021 in respect of their school going children for the academic session 2021-22 for which the payment would had been made in the month of February - March 2022 but only 5004 workers across the Jammu region has made payment so far and rest of the claims are still pending even after lapse of 9 months period. It may also be shocking for us to know that more than 5000 Children Education Assistant Claims for Academic Session 2019-20 in the office of ALC Jammu and more than 1000 are lying pending in the office of ALC Kathua for the same academic session and situation is also same in other districts. He said other claims like Medical Assistance, Financial Assistance for Marriage, Death Compensation, Maternity Benefits etc are also lying pending for years together with the welfare board. When we asked the concerned reasons of non-payment of CEA they reply that Chairman of Board has not still appointed and therefore budget has not approved.
Raj Kumar ,General Secretary Bhawan Nirman Kamgar Union- Kathua and WC Member of CWFI said in his address that BOCW Welfare Board of other States/UT are providing a number of welfare schemes like pension, housing loans, Financial Assistance of marriage, working tools & Safety equipments, cycles and bonus on Depavali/Eid etc, to construction workers but unfortunately J&KBOCW Welfare Board is providing only one regular benefits of Children Education Assistance even for which payment is not made on time. Further he said that the agency which was hired by the labour department for feeding all records of construction workers on-line has not seeded the correct particulars of all registred construction workers as a result the workers are facing a lot of problems. He urged upon the government to provide all benefits at par with other state/UT board to the construction workers of J&K immediate payments of all pending claims.
Other spoke on this occasion were Muzfar Wani President & Romesh Chand General Secretary, Nirman Mazdor Union Jammu Ajit Raj, Gobind Singh, General Secretary, Liaquat Ali President & Rattan Verma Border Roads Casual Paid Workers Union (J&K) and others.
