Administrative Council headed by Lieutenant Governor Manoj Sinha recently scrapped Jammu and Kashmir Probationer (Condition of Service, Pay and Allowances) and Fixation Rules, 2020, notified vide S.O. 192 of 2020 (successor of S.O 202 of 2015) with effect from 1st of August, 2022.
The decision has brought all the employees appointed in J&K on equal footing with their earlier appointed counterparts who may be occupying the same and comparable posts in the cadre. The much awaited decision of the Administrative Council is a welcome move as it has ended the discrimination and disparity among the government employees. Very importantly the decision is youth friendly and would boost their confidence.
Also a number of newly appointed employees and in-service candidates, who apply for higher posts but were not given pay protection, will also be alleviated is also another significant decision.
These moves will definitely help the new entrants into the government services and it’s an indication that the dispensation cares for them and is aware of their needs and requirements.
During the past three years the government has taken many employee-friendly decisions and has inculcated the sense of security among them by working for their welfare. On the other hand the administration has acted tough against the anti-national and corrupt employees. In the recent months many employees having connection with the terrorists have been sacked and the corrupt employees have been dealt with sternly.
The government is making an all out attempt to make the system transparent so that the common man doesn’t face any problem and all his grievances are redressed in order to do so the deadwood is being identified and done away with while the promising and deserving employees are being provided with all the benefits.
The claims of transparency are not just confined to papers only these are being implemented in letter and spirit.
The steps which have been taken during the past three years have changed the very concept of governance and administration in Jammu and Kashmir. The system is becoming employee friendly as well as people friendly and the ones who are not fitting into the system are being axed.
