Prof Roy briefs on his book PMO; facilitated by Pathak, Pargal & Awasthi
7/27/2025 10:36:45 PM
Early Times Report
JAMMU, July 27: Prof Himanshu Roy, Chairperson Centre for Political Studies (CPS) in Jawaharlal Nehru University (JNU), who has authored the book `Prime Minister's Office' (PMO) today interacted with academicians, writers, media persons, authors of books and other prominent personalities during his visit to Jammu.
Prof Roy was joined by Shakti Pathak, Director Anti-Corruption Bureau (ACB), Shruti Awasthi, Regional Director IGNCA and Dr Bhanu Kumar, Assistant Professor Delhi University (DU) among others.
Prof Roy briefly threw light on his book `Prime Minister's Office' which was followed by Question-Answer Session.
He explained the difference between Prime Minister's Office right from Jawahar Lal Nehru era to Narendra Modi regime of past 11 years. He said the situation has now undergone sea change with people directly having say in the governance and administration through a series of Apps and models developed by the present Government which are giving options to the people to raise their issues with mechanism in place to address them.
``Narendra Modi is the most opinion and suggestion seeking Prime Minister. He just picks up phone and talks to any officers-Collector, Military General or anyone to take his views and see what is lacking or what is required. This had made him an altogether different Prime Minister from others,'' Prof Roy said.
He said Narendra Modi is the only Prime Minister who even invited criticism of his Government from the common man through a host of Apps and, so far, 35 people have responded by giving suggestions of different kinds on the Apps. This makes his Government participatory and engaging citizens with different type of opinions; he added and said this Government is most digital and responsive.
Prof Roy also explained in detail the different between Prime Minister's Office and the Cabinet Secretariat from Jawahar Lal Nehru to Lal Bahadur Shastri, Indira Gandhi, Choudhary Charan Singh, Narasimha Rao, Dr Manmohan Singh and Narendra Modi.
He was of the view Narendra Modi Government has more participation of people in every respect.
He said such was the position that Dr Manmohan Singh had virtually become the Principal Secretary to Sonia Gandhi instead of acting as the Prime Minister. There used to be open clashes in PMO and Sanjay Baru has written very clearly that it was Sonia Gandhi who was calling the shots and not Dr Manmohan Singh.
Prof Roy described as historic decision the reservation of 50 pc seats for women in most of the States which will strengthen their leadership role.
A memento was presented to Prof Himanshu Roy by Shakti Pathak, Director ACB, Sanjeev Pargal, President Press Club of Jammu and Shruti Awasthi, Regional Director IGNCA. A memento was also present to Shakti Pathak by Prof Roy, Sanjeev Pargal and Shruti Awasthi for his role in launching major drive to curb corruption in Jammu and Kashmir as the ACB Director.
