							  | | HC allows manual filing of chargesheets in J&K, Ladakh amid ICJS glitches |  |  |  |  |  | Early Times Report JAMMU, Aug 19: In a significant order aimed at ensuring smooth functioning of the criminal justice system, the High Court of Jammu & Kashmir and Ladakh has permitted manual acceptance of chargesheets and challans in exceptional cases where technical glitches hinder online filing through the Inter-Operable Criminal Justice System (ICJS).
 The ICJS application, which is operational across criminal courts in both Union Territories, is the designated platform for electronic filing of chargesheets and challans. However, frequent technical issues have been hampering the process, preventing police from filing challans or courts from retrieving them.
 To prevent any undue advantage being taken due to such disruptions, the High Court has directed that challans may be filed manually before criminal courts. This, however, will be allowed only after certification from a technical team consisting of the Senior System Officer of the concerned High Court wing and the Nodal Officer of the Police Department, confirming that the case could not be filed online.
 The order, issued by the Registrar General, will remain in force for three months during which technical teams from the High Court and Police Department have been tasked with resolving the glitches.
 The High Court also pulled up Presiding Officers of criminal courts for delays in uploading final disposal orders (IF6) on the Case Information System (CIS). It noted that such lapses cause hardship to litigants, particularly in cases requiring verification of character and antecedents by the Police Department.
 "All Presiding Officers must ensure that disposal orders are uploaded within a week of the final disposal of a case," the directive stated, emphasizing timely compliance.
 The order has been circulated to all Principal District and Sessions Judges across J&K and Ladakh for strict implementation and further dissemination at the district level.
