JAMMU, July 11: Sandeep Singh Rissam Chairman of the J&K Congress Rajiv Gandhi Panchayati Raj Sangathan calls on Lt Governor .
Rissam submitted a memorandum to Lieutenant Governor on PRI Elections, ST 2 for Refugees and reduction in fees of Anand Marriage act.
Rissam highlighted the two-year vacuum in Panchayati Raj Institutions, noting that "administrative fatigue" has gripped the village level. He urged the Honble LG to direct the State Election Commission to move beyond the "review phase" and announce a definitive election schedule to fulfill the vision of a self-reliant J&K.
On the issue of ST-2 status for PoJK Refugees, Rissam pointed to the administrative delays in same. He argued that denying ST benefits to 1947 Displaced Persons based on their current residence in Jammu plains is a violation of the principle of equality. "It is an anomaly that ethnicity is recognized in Poonch but ignored in Kathua. Ethnicity travels with the person; it is not a geographical variable," he asserted.
Through the memorandum he also informed disparity in registration fees under the Anand Marriage Act. Rissam highlighted about the high registration fees in Anand Marriage Act of rs1,500 compared to ?100 in many other states. Terming the high fees and aggressive late penalties a "financial burden" on the Sikh community, Rissam urged the Honble LG to Direct the Finance Department to adopt the Punjab/Delhi model to ensure end of such disparities in Anand Marriage Act.
