Assembly pays homage to Saraf, Mansukh, Kochak, Dar and Dubey

SRINAGAR, JULY 27: The Legislative Assembly today paid glittering tributes to former legislators including Ram Piara Saraf, member Constituent Assembly and ex-MLA, Mansukh Rai, Member Constituent Assembly and ex-MLC, Ghulam Nabi Kochak, ex-MLA and ex-Minister, Ghulam Rasool Dar, ex-MLA, Jagdish Raj Dubey, ex-MLA and Ghulam Mohi-ud-Din Shawl, ex-MP.
The obituary references to remember these leaders was moved by the Speaker, Legislative Assembly, Mohammad Akbar Lone.
While paying tributes to these leaders, the Speaker said, Ghulam Mohi-ud-Din Shawl was born on 7th October, 1926 at Anantnag district and died on 16th June, 2009. He said he was an advocate by profession and also practiced in Supreme Court. He was a legal luminary and was much interested in Legislative process. Being a social worker he served the society in different capacities; was also a close associate of Sheri-Kashmir Sheikh Mohammad Abdullah; was arrested a number of times during freedom struggle. He worked for amnesty international from 1954-74 and was member of Indian Council for Cultural integration, Indian Cultural Heritage and Committee on the Welfare of Scheduled Castes and Scheduled Tribes. Shawl was elected member Rajya Sabha in April 1980. He will be remembered for his love and passion for the poor sections of the society.
Remembering Ghulam Rasool Dar, the Speaker said, he was born at Pattan on 14th May, 1988 (B.K) and expired on 13th of April, 2009. He took active part in State politics and in 1967 was elected as member of Legislative Assembly on National Conference ticket from Pattan constituency. He was a man of great integrity and simplicity, he added.
The Speaker said that, Mansukh Rai was born on June 13, 1923 in village Phangal, tehsil and district Reasi and died on 4th of May, 2009. He was a member of Constituency Assembly and has served as Member Legislative Council for twice. He was the father of ex-minister Jagjivan lal. He dedicated his entire life for the betterment of the down trodden sections of the society.
Paying rich tributes to Ram Piara Saraf, the Speaker said that he was born on 1924 at Samba and expired on 24th of June, 2009. late Saraf was a social worker and served the society in different capacities. He plunged into active politics at a young age of 22; took an active part in national Conference and then led a nationalist movement in the state and was elected as a member of Constituent Assembly in the year 1951 from Samba constituency and was the member of the 1st Legislative Assembly (1957-62). Saraf formulated a new party under the banner of Democratic National Conference which later on started its function as a state unit of the Communist Party of India. He took over as the Editor of the Urdu Weekly “The Jammu Sandesh” in which his various political articles were published.
Remembering the Ghulam Nabi Kochak, the speaker said was born on 25th of December, 1928 at Anantnag and passed away on 28th of March, 2009. He took a degree in Economics and Law from Aligarh Muslim University. He belonged to a respectable and well known business family. He joined Bar at Anantnag, earning a good reputation there and was enrolled as an Advocate of High Court as well. Late Kochak having always fair amount of humanitarian feelings for the poor masses, worked for their betterment and took active part in State Politics and jointed Plebiscite Front in 1954 and was elected a Member of its Executive Committee. He was inducted as MOS in the Council of Ministers headed by Sheri-Kashmir Sheikh Mohammad Abdullah in the year 1975; was elected MLC in the same year. Late, Kochak was elected member of Legislative Assembly in 1977 general elections and inducted in the council of ministers as Industries and Commerce Minister. He was a man of highest caliber and worked for the welfare and betterment of the common masses of the state throughout his life.
Paying tributes to Jagdish Raj Dubey, Speaker said he was born on July 23, 1934 at Bishnah and expired on 20.4.2009. He added late souls was an active worker of Praja Parishad and was also jailed in 1952. Later became an active member of RSS and was again jailed in 1975. ‘In 1996 general elections he was elected a member J&K Legislative Assembly on Janta Dal ticket from Bishnah constituency. During his entire political career, he played a significant role for redressing the problems of the downtrodden people of his area, Speaker said.
Two minute silence was also observed in memory of the departed legislators before the Speaker adjourned the House.
Chief Minister, Omar Abdullah, Deputy Chief Minister, Tara Chand, Professor Chaman Lal Gupta, M. Y. Tarigami, Ashwani Kumar Sharma, Ghulam Ahmad Mir, Hakeem Mohammad Yasin, Ch. Mohammad Ramzan, Ex-Abdul Rashid also participated in the obituary references recalling their role and contribution and paid tributes to them.
