NC joins PDP to protest inter-district recruitments | | | ARTEEV SHARMA EARLY TIMES REPORT JAMMU, Mar 20: A Bill seeking complete ban on inter-district recruitment in the State today brought two arch-rivals together to voice their concern in the Lower House of State Legislature here. The members of ruling National Conference joined hands with main Opposition, Peoples Democratic Party (PDP) to protest over inter-district recruitments. The ruling party's members along with Opposition legislators staged a sit-in in front of the Speaker and resorted to massive sloganeering. Soon after the question hour this morning, the NC legislators comprising Mir Saifullah and Kafil-ul-Rehman raked up the issue of Inter-District Recruitment and asked the government to bring the Bill seeking complete ban on inter-district recruitments in the House for discussion and voting. "As the Select Committee has submitted its recommendations, the Bill should be introduced into the House without further delay," they said. "We will not allow our youths to suffer….. The district posts should be filled by the candidates from the district concerned only," Kafil-ur-Rehman said. Though the Speaker tried to pacify the members, they moved towards the space between front rows of treasury benches and Opposition benches. They were joined by senior NC member, Choudhary Mohammad Ramzan, PPD legislators, Javed Mustafa Mir and Abdul Haq Khan and Independent MLA from Langate, Engineer Abdul Rashid. Encircled by the Watch and Ward staff of the Legislative Assembly, they resorted to sloganeering and demanded that the Bill should be brought back into the House without any delay. Amid complete din, Syed Basharat Ahmed Bukhari, PDP legislator said, "I had introduced this Bill and it was sent to the Select Committee which had also given its recommendations. There should be no delay in bringing the Bill back to the House for discussion and voting over it." In the meantime, the agitated MLAs who were staging sit-in in front of the Speaker started raising slogans like "Backward District Ke Saath Julam Bandh Karo….. Berojghar (Unemployed) Logo Ke Saath Zadati Bandh Karo…." While the PDP and NC members were shouting slogans, Jammu State Morcha (JSM) legislator, Ashwani Kumar Sharma and Jammu and Kashmir National Panthers Party (JKNPP) MLA, Yash Pal Kundal exchanged heated arguments with Mir Saifullah and Kafil-ul-Rehman describing the Bill as "anti-SC" and "anti-ST." Ashwani Kumar Sharma while addressing the Chair said, "Yeh SC/ST Logo Ke Adhikaro Ko Khatam Karne Ki Koshish Ho Rahi Hai…." To restore tranquility in the House, the Speaker asked the protesting MLAs to take their respective seats so that the Minister for Law and Parliamentary Affairs, Ali Mohammad Sagar make a statement over the government's stand on it. The Minister said that the matter is in the notice of the Chief Minister Omar Abdullah and he (Sagar) would make a suitable statement during his reply on Demands for Grants. After the remarks of the Minister, the MLAs returned to their respective seats. BJP members, who were not present in the House at that time, had earlier staged a walkout on the issue and Speaker had marshalled out two MLAs, Engineer Abdul Rashid Ahmed and Abdul Haq Khan (PDP) from the House on March 17. The government, according to sources in the law and parliamentary affairs ministry, has developed cold feet on the introduction of the bill, because of the opposition by the Congress, which is a partner in the ruling alliance in the state.
