Pelt stones on security forces and get money from government

JAMMU, Mar 20: The state government has found a noble way to give employment and financial incentives to not only to the militants and those attacking the Indian state and its institutions, including the Army installations, but also to the stone pelting youth in Kashmir, who have caused fatal injuries to innumerable security force personnel during the past several days with a view to strengthening the separatists' cause.
The militants who are being rehabilitated and financially helped by the state government under the highly questionable surrender policy, which also enjoys the support of the Union Government, include both the ones who are working against India within the Indian Kashmir and those who crossed over to Pakistan and Pakistan-occupied-Jammu and Kashmir from time to time for undergoing arms training with a view to bleeding the Indian nation and achieving independence for the state because it is a Muslim-majority area.
Though the surrender policy and Civic Action Programme (CAP), which was made public by the Director General of Police, Kuldip Khoda, on the eve of the Republic Day (read January 25 this year) after discussions with top-brass, including the Chief Minister, have been criticized by the opposition parties, barring the PDP, which is for what it calls the "stone pelting force", the government has defended its decision on giving financial incentives to the stone pelting youth in Kashmir saying that if the militants could be rehabilitated, why can't the stone pelting youth of Kashmir be treated at par with the militants?
The opposition parties, including the BJP, the JKNPP and independent MLA Ashwini Sharma, have opposed the CAP on the floor of the Assembly and outside saying it is strange that while the state government has been treating the refugees from West Pakistan and Pakistan-occupied-Jammu and Kashmir and the long-agitating unemployed youth in Jammu province, including agriculture technocrats, as persons unworthy of any official support, the state government is not sparing any effort to help the militants and stone pelting youth in Kashmir. In fact, the opposition parties registered their protest against the CAP on Thursday on this issue on the floor of the Assembly.
One may say that the opposition parties are criticizing the state government just for the sake of opposition, but one cannot ignore the grave evils that would follow on the implementation of the CAP, leave aside the surrender policy. The CAP may or may not check the menace of stone pelting, but it would surely encourage more and more youth in the Valley to take to stone pelting to achieve two objectives - Ragdo India and fleece the hard earned Indian rupees and fight the Indian state with the Indian rupees.
It needs to be noted that stone pelting is the new policy evolved and implemented by the Pakistan-backed and aided extremists and terrorists in Kashmir to cause provocation with a view to forcing the Army and paramilitary forces to open fire so that there are killings. In the killings of the Kashmiri Muslims, whosoever they are, Pakistan and its agents in Kashmir see a god-sent opportunity.
That the implementation of the CAP would produce more and more stone pelting youth in Kashmir is a foregone conclusion. It would be appropriate to say that the Kashmiri youth in the days to come would be known across the world as the unruly stone pelting youth. The implementation of the CAP would also prompt the youth in Jammu province to take resort to stone pelting in order to enjoy official patronage. Why should the Jammu youth not take recourse to stone pelting? After all, stone pelting means employment, may be in the form of running khokas.
The state government is playing with dangerous tools by indulging in reckless actions. It needs to review its stand both on the surrender policy and the CAP as both have the potential of multiplying the number of unruly elements in the state. Te sooner the state government realizes it the better. As for the Congress, it has to assert its authority. It is a national party and it cannot afford a situation that makes the people identify the national party with someone whose concepts and methods are dangerous.
