DCI bars IGGDC from making fresh admissions due to delay in principal's appointment

JAMMU, Aug 25: Categorically rejecting Dr Rajinder Singh as the head of Indira Gandhi Government Dental College (IGGDC), Jammu, Dental Council of India (DCI), angered by the inordinate delay in the appointment of new principal of the college, has barred the institution from making fresh admissions.
Dr Rajinder, who is Government Medical College (GMC) principal, was given temporary charge of the dental college on August 22 last year in addition to his own duties.
A senior officer in general administration department (GAD) said the government's "wrong" decision to allow Dr Rajinder's continuance as the dental college head for over an year had led to the present crisis.
The DCI, through its letter bearing No DE-3(250)-2009/B-2464 dated February 5, 2010, communicated to the state government that Dr Rajinder -- MD in TB and respiratory diseases -- was not acceptable to it as the dental college principal because he did not have the requisite qualification and experience as per the BDS course regulations.
The BDS principal should necessarily be a dentist with the required experience in the field, the letter added.
The DCI gave repeated reminders to the government in this regard, but Dr Rajinder was not replaced with a new principal from the field of dentistry.
Taking a serious note of the delay, which it termed unreasonable, the DCI this time did not give dental college the approval which it needed every year till it was recognised.
The separate dental college was carved out in 2004 during the tenure of Lal Singh as health minister.
As per the set norms, it will need the DCI approval every year for admitting students till the first batch completes internship and is given degrees.
Once the degrees were given to the students, who successfully completed their four-year degree course followed by intership, the college would automatically get DCI recognition and then it would not require the DCI's annual approval for admitting fresh students, the officer informed.
He said the DCI had recommended the name of Dr Romesh Singh, associate professor in IGGDC, for principal's post keeping in view his teaching experience in the collage, but the authorities concerned delayed to issue an official order as regards his appointment/elevation.
In his letter bearing No DE-3(250)-2010/A-3043 dated June 24, 2010, and addressed to medical education minister R S Chib, DCI secretary, Maj Gen (retired) P N Awasthi said, "DCI has no objection in considering/promoting Dr Romesh Singh of IGGDC's periodontics department as the officiating principal of the college as he has sufficient teaching experience required to become principal."
This communication was made on June 24. However, when the DCI did not receive any intimation from the state government in this regard, it issued an order on July 10 last, barring IGGDC from making admissions for this session.
The officer said the issue had been unnecessarily complicated by the authorities concerned as the college was to get recognition only after seven, or eight months at the completion of internship by the first batch.
However, when contacted, Dr Romesh preferred not to make any comment on the issue and said he was not in knowhow of all these developments.
After the retirement of Dr MR Sharma as the dental college principal in August last year, Dr Romesh was the seniormost in the college.
The officer said there was also a move to bring back Dr Sharma as the college principal on contractual basis, but he had already refused to take over the assignment once again.
In a letter written to the DCI president, he said he would not join as the IGGDC principal even if he was selected for the post by the government.
Dr Sharma is at present principal of Maharaja Ganga Singh Dental College and Research Centre, Rajasthan.
The officer said in view of Dr Sharma's refusal, the government should appoint some another senior doctor from dental college as principal at the earliest to seek fresh DCI approval for this year's batches.
The college students have already warned to launch an agitation if a new principal was not appointed at the earliest. This would further complicate the matter for the government.
