Police needs more manpower to tackle infiltration bids

JAMMU, Oct 16: The recent statements from top brass of security forces and intelligence reports clearly indicating an increase in the level of infiltration from across the border has compelled the police authorities for a need to raise the strength of J&K Police, which is experiencing a manpower shortage.
With IG BSF Siddharth Chattopadhyay saying yesterday that it is testing and critical period as there is increase in intrusions, infiltration, ceasefire violations and firing incidents from across the border, a sense of urgency, as for as augmenting the state police force is concerned, has been going through among the J&K police authorities.
The J&K police authorities have favoured raising additional companies of state police in order to tackle the menace of terrorism, which has its roots in Jammu and Kashmir for the last over two decades, now and with the potential threats of more infiltration bids, the requirement to overcome the police personnel’s shortage has grown by leaps and bounds.
This year, from January to September, nearly 285 attempts to infiltrate were made out of which around 90 of them are believed to have been successful.
Intelligence reports suggest that there are an estimated 42 terrorist training camps in Pakistan. The total number of militants staying in these camps is roughly between 2000 to 2500.
Even General Officer Commanding, 16 Corps and Security Advisor Lt Gen Rameshwar Roy has said that as of now at least 450-500 trained militants are waiting across different launching pads to infiltrate inside the Indian territory in areas south of Pir Panjal while interacting with the media persons at Nagrotra on October 13.
And reported recent visit of Hizbul Mujahideen chief Sayed Salahuddin to terror training camps in Pakistan-occupied Kashmir (PoK) along the LoC has caused more concern among security agencies here as they apprehend that the move is aimed at stepping up infiltration into the Kashmir Valley before the onset of winter.
On October 11, Army Chief VK Singh also admitted that infiltration efforts across the Line of Control in Jammu Kashmir has moved up in recent months, although the Indian Army has been winning in controlling it to some extent.
"In the last two months, we have had approximately 20-25 infiltration attempts and the total number of terrorists killed during this period has been about 35-40," said Gen Singh.
Keeping such developments in mind, the police authorities are really concerned to add more manpower into state police force.
Official sources said that the manpower shortage in JK Police was not being felt only in the Armed wing but in other wings also, including the security and the traffic.
Sources said that since there is no immediate hope of seeing an end to the ongoing civilian strife in Kashmir valley that is why additional police force was required to deal with the situation developing on other fronts.
They said that there was pressing need for deployment of additional police companies particularly in the border villages so that those groups of militants that give slip to the troops, during infiltration, could be accounted for by the police while trying to find out hideouts in hutments and houses located in rural areas.
During the last over 30 years the number of vehicles, plying on Jammu Kashmir roads, has increased 30 times but there has been not even 10 per cent increase in the size and strength of the traffic cops. This has added to traffic congestion and traffic violations besides increase in road accidents. Authorities in the Traffic Department says that at least 2,000 additional traffic cops were required for managing traffic rules not only within the cities and the towns but in the more areas where the transport fleet has multiplied.
As far as the Security Wing of the police is concerned it is under stress because of ever growing demand from VIPs, senior political activists and even the academicians for a security cover. Those who have been provided with the security cover want more people to be deployed for the same. Functionaries in the Department said that whenever an exercise was being undertaken to reduce the size of the security cover people agitate.
They said at least 5,000 more men are required so that those crying for security cover could be provided with.
Official sources said that to begin with the centre need to sanction raising of atleast 10 additional police battalions in two phases.
They said that since it takes at least two years for completing selection and training the sanction needed to be given immediately so that within next one to two years the state had adequate police forces that would facilitate replacing even the CRPF from the urban areas of the state.
