Mufti set an example of good governance' | | | Early Times Report Jammu, Nov 28: Three Chief Minister's ruled the state since November 2002. Only one among them, people by and large believe, succeeded in setting an example of good governance. A cross section of the people who talked to Early Times rated Mufti Muhammad Sayed as the most successful candidate among the three. Ghulam Nabi Azad promised a clean administration but failed miserably to uphold the secular fabric of the state. During his regime, the wedge between Kashmir and Jammu regions widened. Azad mishandled the Amarnath land row and brought the state to the verge of disintegration. Omar Abdullah promised a lot but failed to deliver. New Delhi made a mention of trust deficit and governance deficit. A hapless Omar was urged to reach the people. Killing of innocent persons started the day he took over as Chief Minister of the state. A mentally retarded boy was shot dead a few meters away from his Gupkar residence in the summer capital. The past eleven months have given Omar sleepless nights. The first phase of the on-going agitation started on January 31 when a youth got killed in old town. The second phase of the agitation claimed more than 110 lives. Kashmir issue came to fore yet again and Omar in a bid to woo the people questioned the totality of accession. Omar committed a blunder by seeking additional troops at a time when Kashmir was in flames. He even sought army help and sent wrong signals to different quarters. By the time Omar realized his mistake, it was too late. He urged the troops to exercise restraint and prevent civilian killings. Mufti Sayed on the other hand assumed office when going was tough. The militants were down but not out. His `healing touch policy' was widely hailed. He kept the draconian Prevention of Terrorism Act (POTA) in abeyance and disbanded the dreaded Special Operations Group (SOG). The change was visible and felt by the people as well. Mufti is also remembered for his drive against encroachments in summer capital and other towns. Such was the impact of this drive that shopkeepers were seen removing encroachments on their own in busy Shaheed Gali and Amira Kadal areas. |
