Sharafat seeks ST Status for Paharis | How serious is GOI towards K-Issue? | | EARLY TIMES REPORT Jammu, Dec 21: Urging the Prime Minister of India to accord ST status to the Pahari speaking community of the State, Chairman of the Pahari Cultural and Welfare Forum, Sharafat Ali Khan said that Paharis have long been waiting for grant of their due in the form of Scheduled Tribe status. In a candidly drafted memorandum faxed to Prime Minister, Manmohan Singh, Sharafat reminded the PM “yet again of the public commitments made by a number of predecessors to accord ST status to the Pahari speaking community of the State”. “In a serious bid to show respect to the highest democratic institution of the State representing the voice of over eleven million people, the Government of India must accept the verdict and endorsement of the Legislative Assembly of Jammu and Kashmir State which passed a unanimous resolution during Mufti Saheb’s time as Chief Minister in 2004 impressing upon the central government to accord ST status to the Pahari community” Sharafat marked and added “an unequivocal and unqualified recommendation made by the then Governor K V Krishna Rao in 1993 and subsequent recommendations by the successive State Governments deserve due seriousness of thought and consideration”. Referring to the recommendations of the Saghir Committee in its report on Centre-State Relations and the recent recommendations of the committee of interlocutors headed by Dileep Padgoankar for conceding the demand of ST status to Paharis, Sharafat said “this being a test case for the Union Government to imbue trust and uphold the significance of its committees and interlocutors appointed for working out the bigger K-Issue deserves a swift affirmative action. If the preliminary recommendations are not respected, there is bound to be a big question mark on the relevance of any recommendations made for resolution of bigger issues” Sharafat added. Khan further emphasized that “grant of ST Status to the Pahari community cannot be an alternative for the resolution of Kashmir issue but would certainly work as a CBM that would tend to lessen the intra-regional and intra-communal disparities meted out a huge chunk of population of the State and would eventually promote harmonious relations across the board for peace and unity.
