At rally to celebrate party's 125th anniversary, Congress call to NC:
Panchayat polls not acceptable without incorporating 73rd amendment

Jammu, Dec 28: In a loud message to the ruling partner National Conference the Congress, which is the main ally of coalition government in J&K today made it amply clear that Panchayat Polls without incorporating the provisions of 73rd constitutional amendments were not acceptable to the party, a demand on which it has been insisting on all fronts and forums. Congress also reiterated it had a right to assert in all the cabinet decisions and vital matters pertaining to governance and the party must get 3 years term for the post of Chief Minister.
In what can be now seen as efforts to build pressure on the NC which has been resisting this move, the party today made a clarion call from a public rally held in the winter capital in connection with celebration of 125th anniversary of the Party, that it was in no mood to go ahead with Panchayat Polls without having this amendment in place. " We raised the issue in the Coordination Committee meeting recently and our ministers have talked about this in the cabinet meeting as well", J&K PCC Chief Prof Soz said in his address to the rally at Gandhi Nagar Duesshera Ground.

He said the Central Government is making all out efforts to bring amendment in article 73 for strengthening the hands of coming Sarpanch and Panchs panchayat elections adding that after amendments the area representatives are utilized the powers for development of the locality, Prof Soz maintained." NC has been a strong votary of autonomy in general and there is no reason why it should resist empowering Panhayats which also amounts to giving autonomy to these units at grass root level", said MP Madan Lal Sharma in reference to the party's insistence on incorporating 73rd amendment adding, " without this the polls are not acceptable to Congress".
Speaking in the same tone and tenor the senior leader of the party and former MP Dharam Pal Sharma made it clear that Congress minister henceforth will have to assert completely, particularly with regard to vital decisions being taken in the cabinet meetings. " Our party is a major ally of the coalition and therefore need to have equal say in the matters .....some decisions have been taken in the past which were not in favour of Congress party", he said asserting that following directions from president Sonia Gandhi at the recent plenary session of the party, " the leadership and ministers need of focus and pay attention to the interests of the workers...". Former Deputy Chief Minister and party's stalwart in the state reasserted what he has been saying on earlier two or three occasions that after completion of three years the post of Chief Minister should be rotated to Congress . "It is not something which the party has to ask for........it must come as a matter of right". Mangat Ram Sharma said adding that Prof Soz or anyone else could be the appropriate choice for the same.
Earlier almost all the Congress leaders including Satyabrat Chaturvedi, Member Parliament who was the chief guest on the occasion, came down heavily on BJP for a host of political reasons unpalatable to the party. Lambasting BJP for politicizing corruption, Chaturvedi said that BJP has a history of scandals, in which the party neither took action against the corrupt nor is feeling shy of. Congress party, he said has acted swiftly against the tainted leaders even before they were indicted by house panel.
Chaturvedi favoured separate development councils for different regions of the State to ensure equitable development of all areas of the Jammu and Kashmir . He said Prime Minister Manmohan Singh and UPA chairperson Sonia Gandhi have opened gates of dialogue and interlocutors have started talks with the people from all the regions and sections. He said gun, stoning and violence yield nothing. The solution of the State's problems lies in sustained dialogue with all shades of opinion in all the three regions of the State. Satyabrat, who is also member CWC said that Congress is in favour of granting autonomy but "the autonomy has to given within constitutional limits". Favoring status quo vis-a-vis Jammu and Kashmir and said that some other Border States also have similar constitutional provisions. He said while the BJP is questioning about Art 370, it have never spelt out its policy about other Border States. He said the party has never maintained ideological coherence between in and out of power.
In his address Prof. Soz took on BJP and cautioned the people against those dividing them on one or another issue, adding "those who are always in the search of any issue to create wedge between the people and regions can never be real representatives of the people".
Prof Soz said that Congress was committed for keeping all the three regions united and takes all the people along. He said that BJP stands rejected as it promoted regionalism, communalism and divided people. "BJP is doing politics on ART 370 but Congress says there is no threat nor any problem with its provisions". He said some people were trying to break and scuttle the role of interlocutors but Congress will not allow that to happen. He made it clear that whatever be the outcome of the dialogue process initiated through interlocutors will be withing constitutional limits.
