'Educated youth struggling to find jobs’

JAMMU MAR 14: Though there is countless number of problems in the sate when it comes to the employment issues in the, but the fate of so called employed youth under various schemes in the state on adhoc basis is hanging in limbo.
To provide employment to the unemployed educated youth, various schemes were started by the government but the present scenario is that these schemes are no more than fake assurances for the youth as there are many who are working on very less salaries only with a hope that they will get appointed or adjusted l permanently someday in their respective departments.
But for some it seems to be never ending struggles. The agricultural technocrats with a count more than 3227 in the state are living under a constant fear of instability and insecurity.
After 1996, no appointment has taken in the agriculture department. After a halt of a decade though government gave a thought to absorb some of the agriculture technocrats in the department but even that too was on adhoc basis.
In July 2002 government in a notification started ReZ scheme and asked the agriculture technocrats of the state to get themselves registered.
Until 2006, ReZ scheme was not implemented. It was only after fast unto death by Association members from 20 September to 23 October 2006 that government approved ReZ in a cabinet decision and accordingly 3227 agriculture technocrats joined on Ist April 2007 on monthly stipend of Rs 1500.
Though after that government framed a sub committee headed by the then deputy Chief Minister. First meeting f the committee was held on 24 Jan 2008, the second meeting was held on 15 April 2008 and the third meeting was held on 23rd June 2008 where in the committee recommended government to create posts and regularize all Agriculture Technocrats.
But to the ill fate of the agricultural technocrats, the fall of the coalition government and the implementation of the Governor rule came a s a bad dream for them as the policies which were framed by the coalition government also abolished with its fall.
The new government increased the stipend upto Rs 3000 which was implemented from July 2009.
While informing of the problems being faced by the agriculture technocrats in the state, Rajeev Sharma, General Secretary, Jammu Kashmir Agricultural Technocrats Association said, “The association members sat on fast onto death for the first time on 16 November 2009 and it was only after the assurance from a from the CM only that we called off protest on December 20, 2009”.
“The advisor to CM assured that technocrats will be regularized in 2010, but nothing has been done so far” he says.
“Again on 1st October 2010, CM in a meeting with the Agriculture Minister, Planning and Finance minister along with Commissioner passed the directions to the Agriculture to framework for the regularization of the ReZ. The proposal was also passed by planning but still the file is pending in Finance department. The number of the technocrats working as Rez has fallen down to 2834. Even while we joined the services, government took affidavits that no work either permanent/adhoc or consolidated can be done along with it,” he adds.
70 percent of the technocrats are postgraduate and 10 percent are PHd holders and even after getting professional qualification they are living a miserable life and there is hardly ant ray of hope of their settlement.”
Some of our co- workers have crossed the upper age limit, how much more wait. Where the state is boosting to provide better education facilities to youth, there only the umber of the educated unemployed youth is ever increasing in the state. The scenario is that every now and then the educated youth have to come on streets for their demands to provide those jobs and the state government like mute spectators keeps on watching the show.
The state government however boosts off schemes to improve the literacy rate, but where lies the fun of educating the youth if they have to remain unemployed.’
