JAMMU, May 5: The BJP and the Panthers Party (PP) yesterday again expressed their grave concern over the April 28 decision of the National Conference (NC)-Congress coalition government to withdraw the March 25 order on Dogra certificate and demanded the implementation of the latter in letter and spirit. In fact, while the BJP held demonstrations and burnt the effigies of the State Government at different places in Jammu province to register its strong protest against the government’s controversial decision, saying the government has submitted before the Kashmiri separatists, the PP announced its decision to launch a full-scale campaign on twin issues: Implementation of the March 25 order and establishment of the sanctioned Central University in Jammu. It was obvious that both these parties have taken recourse to the politics of reaction overlooking the fact that only the weak reacts and that the politics of reaction never pay any dividends.
It would not be out of place to mention here that only those who act on time and articulate their point of view set the agenda and achieve what they want to achieve. It was the anti-Dogra Kashmiri leadership that set the agenda, coupled with a warning, that forced the weak-kneed Union Government and the State Government to yield and withdraw the order that simply recognized the Dogra identity and also strengthened the territorial integrity of the land of the Dogras, Jammu province. The order only vindicated the stand of the Jammu Dogras, Hindus, Muslims and Sikhs included, that they were ethnically, culturally, geographically and historical distinct from the Kashmiri Muslims and that they needed a separate system and separate set of rules. Their stand was well-founded. The Dogras are indeed a distinct identity known for extraordinary military skills, martial spirit and spirit of supreme sacrifice.
However, it is different story that the Jammu leadership took recourse to the politics of reaction as far as the issue of Dogra certificate was concerned and the result is what it is. Had they acted on time and articulated their point of view, the story today would have been altogether different. They would have countered the anti-Dogra onslaught and achieved what they are now seeking to achieve. Indeed, a very difficult job.
That those who act on time and act fast could achieve their goals could be seen from what the Dogras of Jammu did in the recent past. A reference here to just two instances would be in order. One, in 1998, the Dogras acted on time and brought the Farooq Abdullah’s government to their knees. The result was the establishment of Shri Mata Vaishno Devi University and Agricultural University in Jammu and the appoint of the Singhal Committee that recommended that all the seats available in the technical and professional institutions, located in Jammu province, shall be the sole preserve of the Jammu youth. It is, however, a different story that the Jammu leadership failed the Jammu youth by not forcing the State Government to implement the recommendations of the Singhal Committee. The report, which was submitted in 1999, continues to gather dust in some cupboard in the Civil Secretariat.
Two, again, in 2008, the Dogra acted and acted very fast and the result was that they brought both the State Government and the Central Government to their knees. Convinced that not to concede the demand of the Dogras would prove counterproductive, the governments yielded and retransferred the Baltal land to the Shri Amarnath Srine Board on a permanent basis and free. Not only this, the Congress-led coalition government in the state also collapsed like the house of cards. The victory the Dogras scored in 2008 was spectacular, with some Delhi-based senior commentators urging the nation to follow Jammu. “To same India, follow Jammu,” they opined.
