SAC selection panel meeting today: Consensus unlikely to emerge on chairman

Jammu, July 29: Ahead of crucial meeting for reconstituting defunct State Accountability Commission in the state scheduled once again tomorrow, hectic political activity commenced today with all the three major parties- ruling NC and Congress as well as main opposition PDP, having members on the empowered selection panel on board, busy in trying to build some 'unanimity' for deciding on the choice of three member SAC panel , a process which has been stretched too long, over three years now.
While coordination committee of ruling allies will meet formally tomorrow, PDP has also convened its party meeting to discuss the contenders who they deem 'appropriate and suitable' for the coveted posts. Reliable sources said in the backdrop of 'diverse self interests' and affiliations of each party , consensus appears unlikely at least for the post of chairman. For the name which ruling NC is strongly vouching for shall be resented and opposed equally by PDP, which has its president Mehbooba Mufti as one of the key members, whose voice of dissent on any of the names matters in final selection.
It is now widely perceived that NC might well advocate the name of Justice Nisar Kakroo , who still has few months in service, PDP for all apparent reasons may disagree as it is believed to be batting the name of Justice Bashir Ahmad Khan for the post of Chairman of the Commission. The Act makes it mandatory to have sitting or retired Chief Justice as eligible for the post of the Chairman. As for the posts of the two other members, they can be selected from among dozens of retired or sitting judges in the state, though there are only few with each party as front runners.
Certain names have been doing rounds , which as a matter of fact were deliberately made public in order to get feel of the 'reaction and response' in the circles where these matter . However, unlike in the case of SIC where government shortlisted a panel on its own and made public much before the meeting , a step which drew serious reservation from Mehbooba Mufti , the government has already forwarded the shortlisted panel this time to PDP. " The government has forwarded the panel they have prepared for SAC to us .......however the party shall discuss threadbare all other names in the meeting convened tomorrow on the basis of which we shall put forward our view point in the selection panel meeting in the evening", Mehbooba Mufti said to ET while confirming her participation. She declined to divulge whether party has already made up its mind on any name. "Things would emerge clear only after the meeting tomorrow,.......can't say whether the selection panel is able to decide on all three names tomorrow or not.......", she observed.
Highly placed sources however indicated that the selection panel which has SAC committee Chief Minister Omar Abdullah, Acting Chief Justice of the State High Court Justice FM Ibrahim Kalifulla, Speaker of the Legislative Assembly, Muhammad Akbar Lone, Law Minister Ali Muhammad Sagar and Leader of the Opposition, Mehbooba Mufti as the members, may be able to take decision with regard to only two members and selection for the post of Chairman may again be deferred in tomorrow's meeting as there are very less chances of unanimity or consensus' building on the names ruling allies and opposition will suggest. In the wake of some members pushing for the urgency of having Chairman for the Commission, there is likelihood that one of the members , on whom some consensus may emerge.
Speculations and rumours are rife that Chief Justice of Andhra Pradesh High Court Justice (retd) Yash Paul Nargotra and Justice Hakeem Imtiyaz Hussain are being considered as members of the Commission. Even as there may be some unanimity on these two names, sources said PDP is also vouching for Justice VK Gupta, Justice Bilal Nazki also being the secondary option besides few other names. Sources said since the selection process has now been dragged, in order to mean and 'show' some business, something concrete is likely to come out of tomorrow's significant meeting.
