| What more bigger a misfortune for the common Indian and the country as a whole could there be than the ever weak, soft, shaky and wavering stand of its leader ship whosoever on Kashmir- the so called problem, since 1947. On one hand India terms J&K irrevocably as its undisputed integral part while on the other hand it offers for a dialogue for sewing all the issues with Pakistan including Kashmir meaning that Kashmir is a also a problem This really sounds puzzling, shocking and unfortunate for a common Indian as to why Indian Leadership has not been able to convey' to Pakistan in Clear terms once for all that in what manner and in what context India rates Kashmir 'as. a problem if she at all regards it so. The fact is that Kashmir dewells in every breath and nerve of India and why should it be a problem for us. Of course, our Kashmir's prosperity Progress, development and happiness is our prestige and may be it is a problem for Pakistan while Pakistan Itself is a problem for itself as well as for India as a result of the virus of Militancy and fundamentalism it has been breeding and spreading for the last two over decades now which the entire world has come to understand in depth. History bears the testimony that whenever Pakistan mounted an aggression on India or on our Kashmir, Indian forces gave it a crushing defeat by capturing their army as well as territories, be it the war of 1965, 1971 or even the Kargil clash. But what our gallant forces gained at the battlefield at the cost of their blood Indian leadership due to its soft, appeasing and liberal attitude lost it in their battle on the dialogue table, be it the aftermath of 1971 war in the form of Shimla agreement or any other agreement, Indian stand has always been weak and shaky due to her soft attitude on the issue. and not taking it with seriousness. it is for this reason that Pakistan has not forgotten to harp on its tune on Kashmir even after losing its eastern part in 1971,now known as Bangladesh. There is only' one occasion when during Narsimha Rao's Govt. the parliament had passed a resolution with voice vote in the house that India shall not budge an inch from stand that J&K is its integral part and there can be no compromise on it while the problem on Kashmir is for that part of the state which is illegally under Pak occupation having been grabbed by it during its aggression in 1947, Also the problem on Kashmir is for that portion as well which Pakistan has donated to china as a goodwill gesture. in exchange of some sophisticate4nuclear weaponry and know-how from there and this gifted area runs into thousands of square kilometers. - Now having' realized that the 'terror through 16 years of militancy and bloodshed let loose by Pakistan to grab Kashmir has failed all together on being firmly repulsed and combated by Indian forces the then Pak' military ruler Gn. Musharaff Known for his strategy to stab in the back had ultimately changed his trend to tearout Kashmir from Indian Sovereignty by use of the latest political technology - the diplomacy and mathematics of dialogue with the formulae such as self rule, self governance, Joint control, joint management and demilitarization etc where he was very hopeful to come out with success like his predecessors under the impression that Indian leadership because of it soft altitude, leniency, liberal ideology and appeasement view-point, can easily be won over on the dialogue table. India and Indian leadership shall have to be very watchful, vigilant and much more cautious than ever before. It is said that think twice than go wrong once. But India must think 10 times than going wrong once Enough is enough. Many questions do arise. Does: Pak. really have a candid intention to have brotherly and peaceful relations with India? Would it really be successful to get demolished all he militant training camps in Pak/POK all meant against India? Would Pakistan stop the menace. of terrorism and fundamentalism in Kashmir and India? Will the ISI allow Pak Govt. to do some thing constructive for India and Pakistan? Would that country first apply the yardstick of self rule and self Governance to its north east provinces Bulachistan and Giligit and other parts of POK? Will the flow of arms, money and Pak trained men stop all - together from across the border from Pakistan? Will America allow Pak to really have good relations with India by side - tracking its own interest over south east Asia? Is the heart to heart talk and the offer of dialogue really from the core of heart or is it a deep rooted or rough routed conspiracy to seize Kashmir? Is there such a plan underneath as to unite Indian Kashmir i.e. J&K and the POK to bring up an independent Kashmir as a new nation like Bangladesh under the joint military Control of India and Pak so that the issue remains an issue forever? Does Pak intend that India should lose territory of J&K under its control the same way as Pakistan had lost its east Pakistan now known as Bangladesh? A thorough and deep reflection has to be concentrated to understand the things in depth.
The first blunder Indian leadership had made was with respect to Article 370 which instead of doing good has carried the different regions of the state. i.e. Jammu, Kashmir & Ladakh at clash point with each other. So it is very high time for the Indian leadership to annalyse the' entire political scenario in the real perspective before taking any hasty decision to become another big blunder.
If the Indian govt. or the Indian leadership is to dance to the political tunes of the valley based politicians who back separatists and such others who are demanding self rule, Azadi, self - governance, self- Determination, Joint Control and management or autonomy------- all borrowed ideology from their bosses from across the border then what has it thought of the genuine voice of the people of province Jammu & that of Ladakh region who have been demanding separation from Kashmir or valley based regime for good and wish to remain as part and parcel of Indian Domain with full honour and regard for Indian democracy and Indian constitution It is quite worthwhile to mention here that these areas form 83% area of the state of J&K and have much more population than that of valley. Also they want abrogation of Article 370 which they feel was the first blunder the then Indian Leadership had committed which instead of doing any good has brought the different regions of the state i.e. Jammu Ladakh and Kashmir at clash-point with each other in respect of their views, rights, ways of living and ideologies, topography, geography and demography; and of course in view of disparities, inequalities and partialities projected by valley based regimes. Jammu region wants statehood status of a state of India, and the Ladakh region has been demanding to be a union territory of India', while the Kashmiri Pandits, the basic inhabitants of Kashmir who happen to be in exile in their own state and, Country having left their home and hearth because of militancy, have been demanding a defined independent zone in the valley to be called as Panun- Kashmir, also to be put under union Govt. as a union territory. So the Govt. of India must do this first and then give a rebuff in strong & clear terms to the vague, stale & vicious demand of the antinational & secessionist groups .of the valley who advocate self-rule, Azadi Self- Control, self governance etc or separation from India which is an open threat to the integrity & sovereignty of nation. As per my view point the most practical, feasible, viable and tenable solution to the so called Kashmir problem could be:- 1. Let India & Pak retain their respective occupied parts of Kashmir as status quo by converting the line of control into in1er-national border effecting some very meager changes here and there as per topographical necessity at site if so felt necessary and also acceptable to both the sides, and then bend all their energy for the development of their occupied parts--at par with the other parts of their countries, and extend hands of friendship with each other with real earnest and clear intentions forgetting all the past misunderstandings and bitterness towards each other.
4. let Indian itself solve its internal problems if any in respect of the people of J&K under its control amicably taking into account the views, aspirations, suggestions, feelings and demands of the people of all the regions namely Jammu, Ladakh and valley and of course, of the migrant community and decide accordingly on merits, of course within the ambit & Pur view of Indian Constitution. 5. Let Pakistan itself resolve the problems of the people of its region of Kashmir under her control amicably and those of the north east frontier regions of POK within the scope of its constitution. 4. Let Pakistan and India join hands together to curb militancy in India, in Pak or anywhere in the world to promote peace and harmony. Let there be no interference in each other's internal matters. It is hoped that the Leadership of India shall come up to the expectations of every citizen of the country in solving the so called Kashmir problem which as & when comes up on the dialogue table in the light of ongoing & much talked of time to time confabulations CBMs, Parleys, heart to heart talks, Composite dialogues or the Powwows. |
