Shanker pained over problems of Panchayat members | ‘73 amendment not my cup of tea’ | | early times report Budgam, June 9: Senior Congress leader and former Union Minister of Panchayati Raj, Mani Shankar Aiyar asked J&K chief Minister Omar Abdullah to ensure proper implementation of Panchayti Raj Act in J&K to ensure good and accountable governance in J&K. "I am very sad to know from the Sarpanches and Panches that they have not been given enough powers by the state Govt till date", Aiyar said while speaking at a seminar titled "Transparent Administration and Role of Panchayati Raj Institutions", organized by an NGO Centre for Rural for Development and J&K RTI Movement at Town Hall Budgam today. Omar Abdulllah must issue a blueprint for the implementation of J&K Panchayti Raj Act at grass root level and for this the state Government must start activity mapping in order to ensure delegation of powers to the panchayats. Omar Abdullah must take advantage of the peaceful situation in J&K and start the process of empowering panchayats, Shankar added. When asked about the 73rd amendment, Shankar said that it is not his cup of tea but it is the state Government who to decide whether they want to extend 73rd amendment or not. While speaking at the seminar, state PCC chief Prof Saifudin Soz said that he has come to listen to Mani Shanker and not to speak. Large number of sarpanches and panches including female panches attended the programme and asked many questions to Aiyar. Dr. Raja Muzaffar Bhat RTI Activist and Chairman of Centre for Rural Development, Dr. Sheikh Ghulam Rasool, Director, Centre for Rural Development, Mohammad Ramzan Khan Social activist, ADDC Budgam Mohamad Akbar Ganai, Sajad Rasool coordinator RTI Movement Budgam district also spoke on the occasion.
