Early Times Report
Kishtwar, Mar 14: The people of Kishtwar who are facing continous water shortage have called for outsourcing of water for better supply.
Slamming the government and the officials of Hydraulic Division Kishtwar, the people said that despite spending crores of rupees on various water supply schemes including on three important Water lifting scheme by pumping the water through motors from Head Race Tunnel of 390 MW Dool-Hasti Power project, majority of the areas in Kishtwar town and its peripheries with around one lac population are continuously facing the water crises as a result of which huge chunk of the population of the District were struggling to get the regular water supply.
Several angry people while talking to "Early Times" accuses the officials of the Hydraulic Division Kishtwar off not utilizing the funds provided by the government from time to time properly as a result of which the water crises deepens in Kishtwar with each passing day. The people accuse the department of promoting corruption, favoritism and nepotism while distributing the water in majority of the areas of Kishtwar town and its adjoining areas. They said that illegal connection are regularly being provided to the people out of the main supply gravity lines added that several people who settled in Kishtwar town from outside and adjoining villages were having illegal connections as these people fear to lose the Backward Resident Certificate Status in case they applied for legal water connection.
Majid Hassan Kichloo, a resident of link road Kishtwar took to Social Media networking site facebook and showed his resentment towards the department for their failure in mitigating the water scarcity problem.
"Just like Mobile connections can govt think over giving responsibility of water connections to private firms. Jio type" wrote Kichloo.
While talking to "Early Times", Majid Hassan Kichloo said that despite repeated request to concern officials, the link road area where he lives did not get regular water supply added that it has become difficult for many like him to carry out the day to day activities involving water. He said that it is better for the government to hand over the distribution of water supply to private firms . He said by doing this at least people get water to drink.
"What we don't require like internet - it is being provided at cheapest rates-what everyone requires--- I.e water, no one is giving us-isn't it shameful that people are without water in 21 century" said angry Kichloo.
Meanwhile the sources informed the "Early Times" that Mechanical Division of the department involved in procurement of motors and other material for the construction of water lifting pumping station at Shalimar Kishtwar had provided substandard machinery as a result of which the pumping station develops regular fault. The sources said that the department has spent huge money on the repairment of the motors and other material used in establishment of the pumping station and called for an independent probe into the establishment of the existing pumping station at Shalimar Kishtwar. The sources said that in addition to pumping stations, the Department has put the services of water tanker for supply of water in various areas of Kishtwar town and its adjoining areas added that there was a huge nexus in distribution of water through water tankers. The sources said that the concern officials in violation of the rules and regulations diverted the "Water tax" collected from consumers and paid it to the tanker owners who are paying huge commission to the officials at the helm of the affairs. The sources said that funds meant for minor repairment of existing networking system were also being misused as a result of which people of Kishtwar are facing highest magnitude level water crises.
The sources said that water crises is not only the issue in Kishtwar town, but unhygienic and unhealthy water without being filtered is being supplied in the District as the existing filtration plants are defunct since years together. The sources even did not rule out the withdrawing of funds on account of functioning of filtration plant. The sources said that several water reservoirs in District are full of garbage and filth and has not been cleaned since years and thus putting the health of the people at risk.
