Early Times Report
KULGAM, Mar 14: Alleging huge embezzlement of money, students who were declared winners in Kulgam Youth Festival today said that they haven't yet received the promised cash prize from the organizers.
The Kulgam Youth festival was organized by District Administration last year and was funded by the Local MLA's and Parliamentarian Nazir Ahmad Laway.
"I represented 70 students who participated in the festival but when it came to awarding the winners we were given nothing to all of us. We were told that a good amount of money was contributed by MP's and MLA's," a student Mumtaz Mohiddin, who won the competition and was declared Princess of Kulgam said.
Demanding a probe she said, "We feel to understand that they (officers/organizers) filled their own pockets. We were asked to inspire the youngsters but we feel discouraged. It must be probed where has the money gone as the student who formed the basic component of youth festival were given nothing," she added.
Another girl said that they approaching the authorities including deputy commissioner Kulgam from past two months but hasn't yet received any satisfactory answer from them. "In front of media we were promised huge cash rewards but after two months we have not received anything," students claimed.
"We feel cheated as the organizers couldn't keep their promises," Salfi Muqeet of BHSS Yaripora who was declared as the Prince Kulgam said. Students demanded probe and asked Deputy Commissioner Kulgam to reveal how much money MPs' and MLA's contributed for the festival viz-a-viz expenditure details of the festival.
The 15-day Kulgam youth festival was organized by district administration in collaboration with school education department last year. Around 100 students from different schools participated in the festival which was aimed to hunt and explore the talent in the district and to channelize the energy of the youth towards a positive direction.
After the short-listing 10 contestants the jury comprising DDC, SP and Principal GDC finally selected Salfi Muqeet of BHSS Yaripora as the Prince Kulgam and Mumtaz Mohiddin of GHSS Kulgam as Princess Kulgam after question-answer session. The winners were crowned, however the prize of each crown is said to be just Rupees 200.
Highly placed sources told Early Times that Education Department has made 2.5 lakh rupees to a videographer for making documentary of the event without inviting quotations for the same. "A blue-eyed videographer was picked up and paid 2.5 lakh rupees for making so-called documentary of the event," they said.
They said that over eight lakh rupees were also released to some private persons on account of refreshment. DC Kulgam, Talat Parvez when contacted refused to provide details. "I am driving and can't talk," he said and dropped the call.
Chief Education Officer Kulgam said that he doesn't remember anything about it. "It's Parvez Kirmani who knows everything about it as he was appointed as nodal officer by DC Kulgam," he claimed. CEO said Parvez Kirmani is a ReT Teacher and his original posting is in Devsar area of Kulgam. "His orginal posting is in Devsar but currently he is working in DC office," he added.
The CEO said that he doesn't know who releases his salary and who gives him attendance. The teacher, according to sources in highly influential and is enjoying the patronage of politicians.
