Early Times Report

Jammu, Apr 4: Instead of appointing available Associate Professors of Government Degree Colleges as Deans of various faculties in the Cluster University of Srinagar (CUS), the authorities have re-employed three retired professors, creating more-burden on state exchequer. Moreover, the CUS has also sought creation of separate posts of Deans for these professors.
As per the latest order issued by Cluster University of Srinagar vide number 16-CUS of 2018, dated 3/4/2018, Prof. MA Baba, Prof. Maqsooda Khan and Prof G.M Tibat Beqal have been ordered to continue their services after their retirement in the Cluster University of Srinagar. They are appointed as Deans of various faculties for the term of two years. Prof MA Baba has been given the charge of Dean Faculty of English and Technology, Prof. Maqsooda Khan as Dean Faculty of Sciences and Prof. GM Tibat Beqal as Dean Faculty of Social Sciences.
These three professors are already working as Deans since 18/10/2017 while Prof. MA Baba was reemployed six months back whereas Prof. Maqsooda Khan has retired from services few days back and Prof. GM Tibat Beqal is yet to attain superannuation from services in Higher Education department.
But they have been made Deans of three departments, despite the fact that the five city colleges of the Srinagar city, which comes under the Cluster University of Srinagar, have lot of efficient Professors, who can perform this job. "Moreover as per laid procedure, usually the senior most professor of any department is given the responsibility of Dean of Faculty of that particular department", sources said, adding that there was not any separate post of Deans but it was an additional responsibility given to senior professors.
"Now the CUS has forwarded a letter to Pro-Chancellor (Minister for Higher Education), appealing them to transfer six posts of Professors to CUS, so that permanent positions of Deans of the Faculties would be created as per University Grants Commission regulations", another order of CUS reads.
Sources said that these reemployed professors would only hold the posts of Deans and they would not take any classes. "It is simply a rehabilitation of retired officials, who will be benefited from such arrangements but it will ultimately create additional burden on state exchequer", sources said, adding that CUS has abundance of eligible Professors with them who could be employed as Deans but due to some interference from the politicians, such decisions have been taken by CUS and Higher Education Department.
