Single list for BPL categories missing

SRINAGAR, Oct 26: The file for framing of single list to avail benefit under various below poverty line (BPL) schemes are gathering dust in the Secretariat for last 16 months.
The government in 2017 announced framing of 'single list' of BPL to ensure that only deserving people avail the benefits meant for weaker section of the society.
However, 16 months have passed since the announcement and there has been no progress in this regard. "Only order has been passed and the file is pending since. There has been no progress," an official of General Administration Department said.
The official said that department did not take the task seriously. "They failed to frame the single list as announced by the government," the official said.
The Department of Food, Civil Supplies and Consumer Affairs, (FCCCA), Social Welfare Department, and Rural Development Department have their own BPL list framed years ago and they provide benefits as per these lists.
There are complaints that existing lists contain names of families which do not fall in the BPL category while the deserving ones have been left out.
To get away with separate BPL lists of departments, the cabinet on June 7, 2017 announced framing of single list of BPL for all departments to ensure "transparency" so that only the deserving ones get the benefit of various schemes.
It was decided that the BPL list compiled by FCCCA be reviewed in consultation with Social Welfare Department, Rural Development Department and Power Development Department.
"State Planning, Development and Monitoring Department was directed by the Cabinet to finalise the list of BPL by July 7 in consultation with the departments, which provide benefits to weaker section of the society. So far nothing such has been done," an official of the FCCCA, said,
He said that framing of single list would have brought transparency in BPL related welfare programmes in all departments. "Presently we don't know the exact number of BPL population of the state because every department has its own BPL list."
As per 2011 economic survey report, nearly 10.35 per cent of the population falls under the BPL category in Jammu and Kashmir. "The percentage of population living below poverty line in rural and urban area of J&K has been estimated at 11.54% and 7.20%, respectively, while as the total percentage of the population living below poverty line is 10.35%," says the economic survey report.
However, the official said that departments' lists differ about the number of BLP population in the state. "There is no similarity in number of families/persons in the BPL lists of these department."
The FCCCA is providing ration to BPL households on the subsidised rates as per its own list.
Similarly, the RDD has its own list providing assistance under various centrally sponsored schemes to weaker sections of the society. The Social Welfare Department, which extends financial assistance to the BPL persons under various social security schemes, is relying on the BPL list of the FCCCA framed years ago.
An official of the SWD said that there was lack of transparency in implementation of various schemes. "We don't know whether all these beneficiaries' are the deserving ones for these schemes," the official added.
