Stresses need for establishment of overseas employment corporation

Jammu, February 12
To review implementation of Self- Employment Scheme SES and Self-Help-Group Schemes (SHG) under the Employment Department for the current year was held here today. Minister for, Labour, Employment, Health & Medical Education Mr. Mangat Ram Sharma presided.
Principal Secretary Labour and Employment Mr. B. L. Nimesh attended the meeting besides officers of Employment department.
Minister stressed for gearing up of efforts for Career Counseling and vocational guidance to the students of various streams throughout the state. He said department should take up this activity in hand in a sustainable manner with a view to reaching out student community at large so as to render effective career guidance at their doorsteps. This, he said would be possible only by active participation of various vocational institutions such as industrial training institutes which have to involve themselves wholeheartedly in the programme.
To begin with, he said that vocational guidance is to be made permanent feature of the employment department in collaboration with vocational guidance centres which will groom the possibility of job oriented courses for the educated unemployed youth of the state for getting them easily absorbed in the employment market.
Mr. Sharma directed the functionaries to evolve strategy to find out actual number of unemployed and maintain close coordination with other agencies working in the employment sector. He asked them to come up with total number of units established under SES specifying their trades since inception of the scheme in the state with success percentage. He also advised them to follow up cases in the banks so that candidates may not feel difficulties in obtaining loans.
Underlining the need for establishment of overseas Employment Corporation after thoroughly reviewing the concept of such corporation established in other states he asked Employment department to come up with concrete proposal in this regard. He said there is a vast scope of employment in other countries for the educated unemployed youth.
Mr. Sharma assured that the government will take appropriate action in improving the overall functioning of the department to help create awareness among educated unemployed youth of the state and to motivate them adopt SES streams for which government is providing liberal financial assistance under various schemes.
Elaborating the J&K SES scheme, Director Employment apprised that unemployed youth within age group of 18 to 40 years residing in a particular district for the last three years of general category with 5 years relaxation of women and persons belonging to SC/ST, Ex-servicemen/ physically handicapped can avail loan of Rs 2 lakh in individual case and Rs 10 lakh in joint venture consisting of at least two candidates for establishing business under industrial/services, agro-based units, diary, poultry and other activities based on local trades. He said under these schemes government will provide 100 per cent interest subsidy for the first six months, 75 per cent after first six months upto one year and 50 per cent from next six months in addition 15 per cent margin money of the cost scheme repayable after bank loan is cleared by the entrepreneur besides 5 per cent capital subsidy of the present cost subject to the maximum of Rs 7500.
In order to address growing unemployment problem among engineers, government started a scheme called self-help-groups of engineers for providing work avenues other than salaried unemployment. Desirous degree/diploma holders having a minimum of 5 and maximum of 10 members can constitute SHG and registered as a firm. Such groups can elect a leader who would approach employment directorate alongwith registration certificate for enrollment of self-help-group, the Director added.
