B.Sc forestry graduates call on Forest Minister
Demand absorption on Rehber-e-Taleem pattern
2/13/2007 11:02:27 PM
Jammu, Feb 13
The representatives of unemployed Forestry Graduates and Post-graduates today called on Minister for Forests and wild Life Qazi Mohammad Afzal and demanded their absorption on pattern of Rahbar-e-Taleem in the Forest department.
Deputation led by MLA Sangrama, Mohammad Shoyab Lone and chairman Forest Graduate Association Jagjit Singh met the minister and put forth the demand of the adjustment of unemployed forestry graduates.
While putting forth the demand, the deputation told the minister that there is no prospect of working in private sector for the 500 boys and girls who posses degrees in Forestry Science. The deputation told the minister that the condition of these unemployed boys and girls who did their B. SC. Forestry during the last 13 have become pathetic adding that during these years no advertisement have been made for various posts having B.Sc forestry as basic eligibility despite the fact that large number of vacancies in Forest and related departments are laying vacant.
The representatives said that according to the assessments mad e by the Association there are more than 100 vacancies of ACFs and over 300 vacancies of Range Officers Gr-l and Gr-2 and Foresters laying vacant in Territorial Forest Department. Similarly, over 100 more such vacancies are laying vacant in Forest related departments besides 65 posts of Assistant Directors in Forest Protection Force.
State Public Service Commission (PSC) has for the first and last time made the appointments of Assistant Conservators of Forest (ACFs) in 1984 and thus no recruitment of ACFs has taken place in Forest and related departments in this state for the last 23 years for reasons best known to State Government and PSC authorities.
They said that Wildlife Conservation and Soil Conservation are running on adhoc policy and "Stop Gap Arrangement", which has been lambasted by Supreme Court of India in the petition Suraj Prakash Gupta VS State.
Due to blockade of recruitment of fresh candidates during the last three decades, all these departments have failed to replenish trained and technical staff which could have helped to run these departments smoothly.
While the authorities have been sleeping over the vacancies, fresh creations and much-needed re-organisation in Forest and related departments, blue-eyed boys have been recruited against "Direct Quota" as well as "In-service Quota" as ACFs and equivalent, Range Officers Gr-l, Range Officers Gr-2 and Foresters through backdoor, the representatives complained.
The minister gave a patient hearing and assured the deputation that the matter would be taken up in the state Cabinet for getting approval of the absorption of B.Sc Forestry graduates and post Graduates on the pattern of Rahbar-e-Taleem. He said that the department would need the services of professionals as they could greatly contribute in saving the green gold of the state.
Others who accompanied the deputation were, Narinder Sharma, Jitender Singh, Tariq Ahmad, Nazir Ahmad Ganai, Vishal Sharma, Lekh Raj Rathore, Navneet Singh, Javid Abdullah, Nasir Bashir, Sunil Sharma, Shakir Iqbal, Bharat Bushan and Nasir Bashir
