Do security agencies have device to count militant ingress ?

Even when the state Government, intelligence agencies and the Army, guarding the border, have no specific gadget for monitoring or for counting the number of militants who infiltrated into Jammu and Kashmir or who are active   in the state, senior functionaries of the security forces,continue to dish out figures on ingress and on those indulging in subversive activities.The way these functionaries disclose the number of militants having crossed into Jammu and Kashmir during a particular period and those  who are active indicates that they have carried out a proper count or they have monitored the number through a microscope, designed for the purpose.And what is surprising is the manner in which these functionaries talk confidently about the exact number of militants who have infiltrated into Kashmir. They are so much confident that they do not believe in dishing out a round figure on the level of ingress or on the number of rebels who were active.Just one instance.General Officer Commanding (GOC) Srinagar based Chinar Corps, Lieutenant General Om Prakash has claimed that though majority of infiltration attempts were foiled by the Security Forces  around 40 militants have managed to infiltrate into Kashmir valley this summer “It is a difficult terrain and infiltration can take place and is taking place”, he said. He also said that more and more militants are running out of money and weapons but they are desperate to infiltrate before the snowfall.
At times it seems that heads of various security formations  compete with one another while announcing their version on the level of ingress and on the number of militants who ar e active in indulging in acts of subversive violence.And the new Police Chief, Ashok Prasad,did not want to be get caught napping. and he too fulfilled his duty by dishing out figures on ingress of militants and on their activities. Prasad said that out of 200 to 250 militants present in the state only a few dozen of them were active. However, he said that there was huge pressure on the borders due to repeated infiltration bids being made from the other side. And to convince people and higher authorities in the state he has at tempted at  being specific about the figures.He has stated that about 100 militancy related activities have been reported this year and if it is said that 100 militants were involved it indicates that one hundred fifty didn’t participate in the militancy related activities at all.
Well the views on the security scenario in Kashmir, expressed by Prasad and Om Prakash,cannot be be questioned because one finds discernible improvement in the security situation during the last a few years. But one is not ready to stomach th claim of the authorties that 40 militants  crossed into Kashmir during the last 10 months.It can be 50 or 60 or 100 and more.
Even if Om Prakash is correct to some extent one wishes to know who spotted and counted 40 militants infiltrating into Kashmir? And if the Army General says his soldiers,guarding the LOC, spotted infiltrators and counted them one may ask him why no action was taken to to arrest  or  eliminate them ?In the same way Prasad needs to clarify what measures the police had taken for determining whether 200 or 300 militants were present or between 100  militancy related incidents had taken place during the last one year which indicated that  100 to 150 militants were active and the rest were not active.If not anybody else but Prasad should know it well that 100 militancy related incidents can be carried out even by 20 militants or by more than 75.Hence making specific claim on the rate of ingress and on the level of presence of militants can be ludicrous.Such claims can simply either cause panic among people or lull them to complacency.
