| Vigilance detects embezzlement of Rs. 6.45 lacs | | AO booked, Jr. Assistant caught red handed while accepting bribe. | | SRINAGAR | FEB 14 The State Vigilance Organization has claimed to have unearthed embezzlement of over Rs. 6.45 lakhs in Rural Development Department Kupwara, besides arresting a Jr. Assistant of Tehsil Office Handwara after catching him red-handed while accepting a bribe of Rs. 1000 Vigilance sleuths also booked Accounts Officer posted in the office S.E. PWD Anantnag for possessing assets disproportionate to his known income. Vigilance sources told News Agency of Kashmir that a Case FIR No. 10/2007 P/S VOK was registered against than District Panchyat Officer Kupwara, a Senior Assistant and others for misappropriating Rupees.645907. The details of investigation , sources said revealed that the than District Panchyat Officer Kupwara had placed supply orders for various furniture items like Wooden Beds, Chairs, Tea-poys, Steel Almiras and Steel Chairs through SICOP with different Small Scale Industrial Units in the year 2003-04. The furniture was to be delivered directly to the Block Development Officers of the respective Blocks of the District. However, during the investigation it was found that Steel furniture items were not delivered to the Block offices of Kupwara, Trehgam, Tangdar and Teetwal. The District Panchyat Officer and his Senior Assistant entered into a criminal conspiracy with proprietors of one of the SSI Units M/S Solomon Sussex Chanderhar Pulwama and released Rs. 5 lacs in favour of the supplier through SICOP without delivery receipt of steel furniture items. Besides this, the District Panchyat Officer had also drawn an amount of Rs.1, 54,300 which was not found accounted for. Meanwhile, Case FIR No. 8/2007 P/S VOK was registered against Assistant Accounts officer Mohammad Shaban Sofi, posted at office of the Superintending Engineer, PWD(R&B) Anantnag for possessing disproportionate assets in the shape of three storyed residential house, a single story concrete house and a two storyed house with four shops in the ground floor on a plot of more than three kanals at Ashajipora, Anantnag. The official has also purchased a two storied shopping complex costing over Rs. 8 lacs in Chinichowk, Anantnag. The Vigilance sleuths who raided the residential house of the official also found that he also possesses a Maruti Car besides, other movable assets. The investigation found that the property has been acquired by the official by indulging in corrupt practices and are prime facie disproportionate to his known sources of income. SVO official conducted searches in his residential premises to lay hands on the evidential material. During the course of these searches 220 gms of gold ornaments worth Rs 2 lacs, LIC policies, Bank Shares and Passbooks and other incriminating documents were recovered which are being scrutinized. The official has been arrested for further questioning. Jr. Assistant in Tehsil Office, Handwara was arrested by Vigilance officials while accepting a bribe of Rs. 1000. Brief facts of the case are that one Mohammad Afzal Sheikh R/O Nowgam Mawar, Handwara approached SVO on 13.3.2007 alleging that his appointment case file under SRO-43 is lying with Tehsil Office Handwara for last more than 3 years for verification. The dealing Assistant of SRO Cases namely Farooq Ahmad Khan has taken Rs.7000 so far and is now demanding Rs.1000 more for finalizing his SRO case. On receiving of complaint Case FIR No.09/2007 P/S VOK was registered and a team of Vigilance Officers proceeded to Handwara for further investigation. In the course of investigation a successful trap was laid during which the Jr. Assistant was caught red-handed while accepting bribe in presence of the independent witness. His hand and pocket wash was taken which tested positive. The SRO file of the complainant was also recovered from the accused dealing assistant. He was taken into custody for further investigation.
