| ERA holds 'capacity building programme' today | | | Early Times Report
Jammu, Nov 29: J&K Economic Reconstruction Agency (ERA) organized a Capacity Building Programme on "Environmental and Social Safeguards" here on Thursday (29th November 2012) at Institution of Engineers, Gandhi Nagar, Jammu. The programme was organized as a part of capacity building component of Asian Development Bank (ADB) funded Multisector Project for Infrastructure Rehabilitation (MP1R) and Jammu and Kashmir Urban Sector Development Investment Programme (JKUSDIP) with an objective was to sensitize the participants especially field staff about social and environmental safeguard policies and procedures of the ADB besides various state and central laws related to safeguards. Inaugurating the programme, the Chief Executive Officer, J&K ERA, Saurabh Bhagat (IAS) stressed upon the importance of safeguards during project implementation and a need to consider safeguards as a part of project cycle. He also mentioned that ADB senior management had appreciated several unique initiatives taken by ERA for implementation of safeguard related aspects under these loans and stated that ERA project staff now needs to raise the benchmark through further improvement. Director Safeguards, J&K ERA, Vinod Sharma confirmed that ERA's safeguards unit is quite competent to deliver the ongoing and upcoming ADB projects in full compliance with the requirements of the multilateral developmental agencies like ADB. The visiting ADB's safeguards team from India Resident Mission comprising of Ramesh Swarankar and Girish Mahajan in their presentations briefed the participants on ADB's safeguard policies and procedures, government of India's regulatory framework and the challenges faced during implementation of projects. Workshop was attended by more than 75 participants including Director Transport, OK Chadgai; Director Tranche-Ill, Naresh Langeh; Project Managers, staff of ERA, consultants and the contractors. |
