| early times report Jammu, Jan 1: The ruling National Conference and the Congress collation that have been sharing power since 2009 plans to utilise 2013 for consolidating whatever gains the coalition government achieved and rectify wrongs that had been committed during the last four years. Sources said that Congress has directed its leaders and workers to hold regular party conventions and interaction with people in the villages so as to make up for certain mistakes that had been committed by the party leadership while sharing power with the NC. The Congress leadership has decided to use the New Year as the year for expanding bases for the party in Jammu and Kashmir so that it can improve its performance during the next Assembly election due in 2014. The party leadership, political observes say, plans to carry out mass contact programme without any support or participation from the National Conference. It plans to highlight those issues including empowerment of Panchayats which are being raked up by people in the state. As far as the NC leadership is concerned, they said, it has framed a policy under which it will initiate measures for building peoples confidence and trust in the party. Reports said that the NC leadership plans to organise series of public meetings in the Jammu region to be followed by similar activities in the Kashmir valley after the spring season. Though the state continues to experience financial stringency the NC leadership is for a very mild or minimum dose of fresh taxes during the budget session of the state legislature. Party sources said that the Finance Minister Abdul Rahim Rather has already been advised to avoid proposing heavy taxes because the party plans to treat 2013 as pre-poll year. The party leadership is already aware of the anger people bear against the ruling coalition and hence it does not want to take any step that could further annoy people and the best way was to keep the budget proposals a tax free exercise. It believes that it can fight anti-incumbency factor by keeping 2013 a tax free year. ( |
