| DB directs authorities to prepare plan for enforcing ban | | | JAMMU, FEB 20 The Division Bench of J&K Court Jammu wing comprising Chief Justice BA Khan and Justice JP Singh, in a much publicized regulation of traffic in the Jammu and Kashmir, has directed Vice Chairman Jammu Development Authority to take necessary steps and complete all types of works at Van-Bhawan parking lot. It also directed for making necessary arrangements for restricting entry of vehicles in Ragunath Bazaar. The Division Bench observed that it has come to notice that Court directions of December 28, 2006, providing for preparation of plan by the Chief Engineer, Public Works Department, DIG Traffic, SSP Traffic Jammu, Commissioner JMC, has not been taken note of and all these authorities have not applied their mind on the ban order to be enforced so that alternate facility of parking could be provided. The DB further directed all these authorities to hold a meeting on February 21, 2007 and prepare viable plan for enforcing ban and also taking into consideration the point of view of the Ragunath Bazaar Traders Association and submit the plan before the court on the next date of hearing. It is worthwhile to mention here that the Division Bench had earlier directed authorities to prepare a simultaneous plan and in the meanwhile stop entry of all types of vehicles into Ragunath Bazaar from Residency Road, City Chowk, Hari Market and Gurudwara Sunder Singh Road as new parking area at Van-Bhawan was to be completed by January 15, 2007. Its had also directed for formulation of a plan with regard to public convenience, the moment of traffic in the affected areas and had directed Chief Engineer PWD to raise suitable barricades at identified places to enforce the ban on the entry of vehicles in Raghunath Bazaar area which shall be effective from February 1, 2007. On February 7, 2007, the Division Bench in a CMP filed by President and General Secretary Raghunath Bazaar Businessmen Association seeking modification of the order dated December 28, 2006 passed in the much publicized PIL for regulation of traffic in the state had issued notice to Court counsel and Additional Advocate General with the direction to the association to project their view point before the Traffic Authority regarding the issue.
