| Praja Parishad seeks increase in Assembly seats for Jammu | | | JAMMU Feb-21 ‘Saying that Congress Party’s failure to introduce the resolution on fresh delimitation in just concluded budget session of the state legislature was on expected lines as the party has always been shy of asserting the voice of Jammu Province despite the fact that people of Jammu steered the party to the seat of power’, said Chander Mohan Sharma President Prajya Parishad. In a letter addressed to Chief Minister Ghulam Nabi Azad, Sharma said that it was shocking that Azad, a secular leader, has sacrificed the genuine aspirations of Jammu Province and by ignoring the constitutional propriety on the issue has exposed the intentions of Congress party which is out to perpetuate the subjugation of Jammu instead of paving a most genuine and appropriate ways to get rid the Jammu province of the political dominance of Kashmir. Referring to creation of more districts in the State, Sharma said that keeping in view the basic parameters of forming districts, the Kashmir Province did not qualify for four more districts over the long standing requirements of Jammu province (particularly large and remote districts of Doda, Udhampur, Rajouri and Kathua ) for having more districts. People of Jammu got an impression that creation of four districts in Jammu province was just a balancing act when the government carved out four miniature districts in Kashmir province to appease the Kashmiri psyche. ‘Everybody knows that the district is the basic unit of planning, development and allocation of funds, he said and added that by keeping the Kashmir ahead of Jammu in the matter of creating new districts, it has been ensured flow of more funds for development to Kashmir. By all logics and rationale, Jammu Province qualifies and deserves for more Assembly seats than Kashmir province as per the parameters and provisions laid down in the Representation of People Act. The people of Jammu Province feel that today is the only opportunity for them when their genuine aspirations can be met and past acts of discrimination against Jammu are undone, the letter added. Sharma said that solution of all demands and problems lies in judicious increase of assembly seats for Jammu and has urged the Chief Minister to consider this genuine demand as also reservation of seats in the assembly for schedule tribes like Gujjars, Gaddhies, Kolies and Bakerwal in proportionate to their population. He has also pleaded for reserving seats for PoK refugees and declaring these constituencies in exile and also for state subjects who are settled outside Jammu & Kashmir state in 1947 and for the migrants. Referring to Roshni Act, Sharma wanted a clarification as to which land the government was referring to confer ownership rights of 16 lakh kanals of land and also stressed for stringent action against the land grabbers, the letter further said.
