Revolutionary Roshni scheme has surpassed even historical ‘land to tiller Act’: Azad
Peerzada, Taj, Jora, Jugal, Charak, Babu Singh, Romesh, Aijaz, Congress legislators and all Congress district and block Presidents hail Azad’s visionary leadership

JAMMU, FEBRUARY 22
Chief Minister Mr. Ghulam Nabi Azad while addressing district and block presidents of Congress party of Jammu province here today said that the revolutionary Roshni Act passed under Congress-led government has far-reaching effects and it has gone beyond the expectations of the people particularly farmers.
Mr. Azad said that free ownership rights of 16.60 lakh kanals of state land costing Rs. 20,000 crore are being given to poor farmers with a definite goal to achieve self-sufficiency in agriculture production and remove uncertainty from the minds of farmers for ever.
Referring to the role of late Sheikh Mohammad Abdullah being pioneer of land reforms act in the state particularly revolutionary land to tillers act of 1950, Mr. Azad said that present Congress-led government has even surpassed all previous acts taken in the history of agriculture reforms. He said at the same time, government through the same Roshni Act will be able to retrieve rupees thousands of crores from those who have illegally encroached in various parts of Jammu and Srinagar cities and are using the land for commercial and non-agricultural purposes.
He said the act has been envisaged in such a manner so that nobody is able to cheat the government but actual agriculture character and actual tilling of the land by concerned persons is proved by the beneficiaries with full satisfaction of concerned authorities. He said by making binding beneficiary not to transfer the land or change its use, the Roshni Act has become the source of benefit particularly to the poor farmers and tillers of the land.
Pradesh Congress Committee President and Minister for School Education Peerzada Mohammad Sayeed, Minister for CAPD Mr. Taj Mohi-ud-Din, Minister for Power Mr. Nawang Rigzin Jora, Minister for R&B Mr. Gulchain Singh Charak, Minister for Rural Development Mr. Jugal Kishore Sharma, Minister of State for Youth Services and Sports Mr. Babu Singh, Minister of State for Higher Education Mr. Aijaz Ahmad Khan, Minister of State for Industries Dr. Romesh Chander Sharma, Mayor Jammu Municipal Corporation Ch. Manmohan Singh and Vice Chairman Pahari Board Mr. Shabir Ahmad Khan also attended the meeting.
Mr. Azad advised district and block presidents of Congress to go into the field and gear up their own machinery with involvement of people in general so that nobody is allowed to misuse the provisions of the act. He advised them to help poor farmers who are in physical possession of the land to fill up their forms and get the land actually transferred in records in their names. He hoped that they will come out from their areas and work side by side alongwith the people and educate them about all steps which have been taken by present government for their benefit.
Mr. Azad said that creation of 8 new districts, 3 sub-divisions and 12 tehsils was not made on any recommendation of any commission or demand of any political party but keeping in mind that creation of these districts will accelerate pace of development in all nooks and corners of the state.
Chief Minister said that government has launched road connectivity, healthcare and creation of education infrastructure programme at village, block, tehsil, district and divisional levels and bring education to the level of college and university at the doorsteps of the people across the state. He said that a network of industrial training institutes has been established throughout the state. He said that measures to supplement the government activities through effective persons and also help in reducing the graph of unemployment, Public Service Commission and SSRB were geared up and thousands of educated youth were employed, besides maximum employment opportunities were created through various self-employment programmes. He said the central government has also agreed our proposal of creating 15 battalions of police out of which recruitment for four battalions is in progress.
Mr. Azad said that regional disparity on fiscal account was removed with the creation of finance commission having authority to maintain the balance for distribution of funds not only at provincial levels but between district to district levels also.
Chief Minister said that Jammu and Kashmir state again assumed the status of being first state in the country which proponed its budget session to 8th January. He said that earlier budget sessions were consuming the precious period of February, March and April which he believes are the real months when the policy and planning by all respective departments for launching people’s welfare schemes can be envisaged. He said with the passing of budget in time the first day of next financial year will start with the work and not wait for distribution of funds which would earlier take 6 to 7 months to reach to respective executive agencies. He said this revolutionary step in financial field will help in removing all the anomalies which had adversely affected our developmental activities in the past.
He called upon all district and block Presidents of the party to make the people aware about the programmes, policies, achievements and development agenda of the government so that they are able to take maximum benefit from these initiatives.
