PARLIAMENTARY CORRESPONDENT
NEW DELHI, AUG. 2: A highly significant development has taken place, with the Indian Army putting in place nuclear quick reaction teams in all commands. This apart, an Armed Forces Institute of Nuclear, Biological and Chemical protection has also been established. The institute, according to the Ministry of Defence, is conducting training programmes for all service personnel.
These and other steps are part of new strategy to speed up the preparedness of the forces to fight in a nuclear war scenario. A special unit has also been provided for the sensitive territory of Delhi. According to Parliamentary Standing Committee on Defence, the threat of nuclear, biological and chemical warfare to India has increased. Hence, its recomendation: Training of Armed Forces Medical Service personel to cope wsith such threats should be speeded up.
The Ministry of Defence has informed the parliamentary panel that the troops in forwared areas have been equipped with mimimum individual protective equipment. This apart, the troops have also been trained in mitigation techniques, decontainment drills and evacuation of people.
The parliamentary panel said in its latest report tabled in Parliament on Wednesday: "The threat of non-coventional wars, including nuclear wars, have increased and the country has to be well prepared to meet any eventuality in case of such a attack". The committee recommended that proper equipment and training should be provided to troops and bio-medicine developed at the earliest.
The report expressed serious concern over increasing number of stress related deaths in the Army, particularly in insurgency-prone areas, and recommended posting of doctor counsellors in all field units. Yet another recommendation by the parliamentary panel: A proper study of reasons responsible for creation of stress should be conducted and feedback received should be given to specialist counsellors.
Strongly recommending posting of doctor counsellors in all field units across India, the parliamentary panel felt that troops engaged in counter-insurgency operations should be exposed to yoga to help them maintain mental equilibrium in high engagement areas. The panel, at the same time, lamented that the status of Director-General of Armed Forces Medical Services had been "slowly downgraded" over the years This, the report said, had impinged on the working of Armed Forces medical services.
