| Harsh flays Govt for inordinate delay in double lane project. | | | Jammu | Feb 24 Harsh Dev Singh, former Minister and NPP MLA from Ramnagar, has strongly flayed the Government. for the inordinate delay caused in the commencement of construction work over the double lane project of Udhampur-Ramnagar road. He said the project sanctioned under Asian Development Bank (ADB) funding at a cost of Rs. 38 crore in 2005 was to be executed through Economic Reconstruction Agency (ERA). As per the ADB guidelines, the construction work of the said project was time bound and penalty had also been prescribed for the delay, if caused in completion of work. He regretted though the work was tendered in May 2006, no action was taken there after to initiate the construction work thereby not only violating the terms of ABD funding but making a mockery of the work culture slogan so loudly proclaimed by the Government., he added. Regretting such a negligent approach, Singh urged upon the Chief Minister to intervene so that the Government did not lose the funds, obtained from such a premier financial institution, due to callous and apathetic attitude of executing agencies. He further called upon ERA to take the defaulting agencies to task for the unaccounted and unjustifiable delay in the construction of the said project. Singh further lambasted JKPCC for negligible progress registered in the construction of ‘Kuh Nala’ and ‘Kaghote’ Bridges, which too had to be completed in a specified time frame. He called upon the authorities to hold periodical inspections and monitor the progress periodically to make the JKPCC functioning more accountable and responsive.
