46 persons duped of lakhs on fake assurance of MES jobs
Case registered against two including an excise official

Crime Branch Jammu has registered a case against two persons including an official of Excise Department for duping several unemployed youths of village Rehian in Samba Tehsil of Rupees 15.94 lakhs on the fake pretext of managing their jobs in Military Engineering Services (MES). Crime branch registered the case after taking the cognizance of the complaint filed by Dev Raj and 45 other unemployed youths of village Rehian in Samba Tehsil.
According to reports, one Dev Raj, son of Sardu Ram of Rehian, Samba lodged a written complaint with Crime Branch Jammu, alleging therein that two chests namely Rampaul son of Vishwa Nath of Chohatta Bazar, Samba and Bishamber Singh Sambyal, son of Dhrub Singh of Thalora, Mandi, Samba duped him along with 45 unemployed youths of the area to the tune of Rupees 15.94 lakhs on the fake assurance of securing jobs from them in Army during the year 2003.
It is to mention that initially Dev Raj came into the contacts of the alleged frauds and under their impression he motivated 45 other unemployed youths of his area also to pay the said amount of money to Ram Paul for securing job in Army during the year 2003.. All of them managed money by borrowing and raising loans with the hope that they will liquidate the loans and borrowings after securing job.
The associate of Rampaul namely Bishamber Singh who is an employee of Excise Department had even showed them the appointment order 19 persons issued by MES department (probably a fraudulent order) saying that 19 boys have been got appointed and the 45 boys who have paid money, their cases are under processes for issuance of appointment order. When no appointment order was received by them, he approached said Ram Paul with a request that in case he can not managed our appointments in that case, their money may be returned back. But, Rampaul avoided him in one or the other pretext for time till Dev Raj came to know that we have been cheated and looted of their money. Thereafter, he repeatedly approached Ram Paul with a request to return the amount f Rs. 15.94 lakhs paid by him out of his own and received from 45 other youth wherein said Rampaul turned furious and threatened him of dire consequences in case he demanded money back.
It is pertinent to mention here that he was threatened by the fraud that government is likely to initiate action against him as the officer, who had to recruit the boys has expired and the papers submitted for recruitment are lying with the office concerned, which again misled him and he remained hidden for a long time of three months. After some time when he returned back to his home he found that fraud had constructed a big residential house with all accessories costing lakhs of rupees.
On this, a preliminary Enquiry was initiated by Crime Branch Jammu. During the course of enquiry, statements of all persons, who were duped by the above s id Ram Paul, by way of obtaining money by fraudulent means and it was found that Ram Paul son of Vishwa Nath in connivance with Bishamber Singh, son of Dhrub Singh have fraudulently cheated the innocent people and managed illegal money to the tune of Rs. 15.94 lakhs from them on the pretext to manage employment for them in M.E.S department.
The contents of the complaint and version of duped persons, discloses cognizable offence. On this a formal case has been registered and investigation of the case entrusted upon experienced police officer and the investigation of the case was going on.
