| political uncertainity is affected government in the state: A R Rather | | | Jammu, March 4 For the PDP patron and former Chief Minister,Mufti Mohd.Sayeed, governance was subservient to the smooth running of the political train. This was evident when the Mufti, in reply to a question, said in Jammu that "Siyasi Gaadi teehk chalnee chahiye baaki sub teehk chalta hai (political train should run smoothly the rest will follow). The Mufti was asked the question regarding political uncertainty having gripped Jammu and Kashmir following a raging conflict between the two alliance partners,the Congress and the PDP,over the latter's demand for reduction of troops.The conflict triggered when a month ago Chief Minister,Mr Ghulam Nabi Azad,while replying to the demand for grants of his ministry,told the Assembly that "I will recommend to the centre to withdraw troops if those leaders,demanding reduction of troops,first surrendered their security."The issue further hotened up when the PDP leadership wrote a letter to the Chief Minister requesting him to withdraw the security cover provided to the Mufti and to his daughter, Ms Mehbooba.This letter was followed by letters from other PDP legislators and leaders but till date the security cover was not lifted without proper amendment to the special security Group Act. The growing conflict between the Congress and the PDP has seemingly affected the functioning of the civil and the police administration in the state. The reason: senior civil and police officers spend time in discussing the fallout of the rift between the two. The working in the civil secretariat has taken the back seat. Senior bureaucrats are seen visualising many possibilities and some of them were seen even discussing the possibility of placing the state under the Governor's rule till new elections were held. Even the leader of the opposition, Mr Abdul Rahim Rather,while participating in a discussion on a private cable channel said that the uncertain political situation ,kicked up by the conflict between the two alliance partners, had cast its shadow on the functioning of the administration. And in the light of this development the opposition National Conference leaders, particularly Dr Farooq Abdullah and Mr Omar Abdullah, have started predicting midterm poll in the state. The postures of these two leaders at party and public conventions indicate that they were sure of early election for which they have been asking people and partymen to get ready. However, the PDP leaders pooh-pooh the NC leaders' foreboding saying that "we are committed to ensure survival of the coalition Government." |
