| J&K takes lead in pioneering effective anti-corruption law: Governor | | Regional workshop on improving governance | |
JAMMU, MARCH 6- Governor Lt. Gen. (Retd) S K Sinha today said that Jammu and Kashmir has achieved a unique distinction of being the first State in the country, rather the world over, to pass a legislation for attaching property acquired by corrupt practices. Inaugurating Regional Workshop on Improving Governance sponsored by Transparency International India here this morning, the Governor said that under the amended Act, properties of six officials valued at crores of rupees have been attached and cases of 12 more officials are in the pipeline. The Governor complimented Chief Minister Mr Ghulam Nabi Azad for launching a crusade against corruption and hoped that this drive will yield the desired results. ‘We are making an effort to fight corruption’, he said while referring to the ranking of Jammu and Kashmir as number two corrupt state after Bihar by Transparency International over two years ago. He also appreciated the drive launched by the State Vigilance Organisation under Dr Ashok Bhan to fight the scourge of corruption. The Governor linked corruption with mal-governance and said the two were, in fact, the two sides of the same coin. Corruption, he said has to be dealt sternly as it has been eating up the very vitals of the society. General Sinha dwelt in details on high degree of integrity among political stalwarts a few decades ago which witnessed non-existence of corruption at higher levels. ‘Unfortunately, this trend changed a bit with changing times’, he said while referring to the survey showing India at number 70 among 163 corrupt countries the world over. ‘India has self-governance and still much is to be done for good governance’, he added. The Governor said that India is emerging as a global power with its economy showing discernible upswing. He said the nation is capable of facing all challenges including the menace of corruption. He said corruption is a global phenomenon and concluded by quoting Plato ‘Wise and good men, who don’t engage themselves in public affairs, must suffer the punishment of being ruled by fools and naives’. In his welcome address, Chairman, Transparency International India, Admiral (Retd) R H Tahiliani said the objective of his organisation is to provide information and knowledge on good governance. He appreciated the initiatives being taken in this regard and hoped that the people will come forward in big way to fight the scourge of corruption. Vigilance Commissioner, Dr Ashok Bhan and Dr S K Aggarwal also spoke during the inaugural session. Later, agenda points on improving governance were taken up by the delegates. In the first session, presentation was made by Mr P S Bawa and Dr S K Aggarwal on Right to Information besides Citizens Charter and e-governance. This was followed by open discussion. The participants also gave a presentation about activities and plans for improving e-governance. Syed Ishrat, Chief Executive, Global Green Peace-Kashmir conducted the proceedings of the workshop.
