FM chairs series of meetings to finalize budget allocations

Minister for Finance and Planning Mr. Tariq Hamid Karra today held series of meetings with high level officers to discuss matters pertaining to the budget allocations and implementation of new schemes, financial concurrence and administrative approvals etc so that with the beginning of financial year development activities would be started simultaneously.
Principal Secretary Planning Mr. S.S. Kapoor, Principal Secretary Finance Mr. B. B. Vyas, Principal Secretary GAD Mr. Khurshid Ahmad Ganai, Principal Secretary Agriculture Mr. S. S. Sahani, Commissioner Secretary Forests Mr. Lokesh Jha, Secretaries and heads of various departments attended the meetings.
The meetings were informed that the budget session was preponed keeping in view the climatic and geographic conditions which used to hamper the development works in the state. It was said that by preponing the budget session the time would be managed in such a manner so that different works could be taken up for execution in time and funds utilized transparently.
It was told that by 31st of March all the codal formalities would be fulfilled by all departments regarding various schemes and the final list would be submitted to the finance department for final approval. It was also decided that in this respect necessary SROs would be prepared in the last week of March of the fiscal year.
It was also said that development process would built greater stakeholdership of the poor and downtrodden and the process needs to be engendered with complete association of women. The needs and aspirations of members of ST and SC and other backward classes would also find reflection in the development framework.
The meeting was told that Rs one crore has been kept for imparting training to IAS and KAS officers in different institutions within the state besides renowned institutions of the country. The identification of well equipped institutions is in progress. Information Technology trainings besides water resource management training would also be given to the gazetted and non-gazetted officers of the administration.
It was also told that monitoring committee would be constituted to monitor the construction works coming up for earthquake affected people with adherence to the latest techniques.
The Minister asked the officers to prepare a list of seismic zones so that precautionary measures would be taken in advance to chase the events rather to anticipate them in the state.
Regarding a venture capital the meetings were told that a venture capital fund for self-employment will be created. The initial corpus of this fun will be Rs 100 crore. This corpus will be used to finance small and mini enterprises and commercial activities by participating with the private entrepreneur. It was also discussed that a High Power Employment Mission will be constituted to take over the responsibility of coordination with different departments and related institutions. The mission will function in the planning and development department and will be headed by Planning Minister and will have five members. This Apex Body will determine policies and issue general directions.
It was also said that the government intends to bring synergy in different development sectors in terms of creation of self-employment opportunities. A series of policy interventions, including a model law on contract farming, restructuring of cooperative and new and innovative self-employment programmes (SEPs) will be taken.
The Minister said that it is mandatory upon the departments that whatever announcements made during the budget session must be ensured and implemented on the ground and the works of different projects taken up for execution by letter and spirit as soon as possible.
