| Regulation of Traffic in Jammu City | | DB grants two weeks time for shifting transport companies | | Jammu | March 09 In a much publicized regulation of traffic in the Jammu city, the Division Bench of J &K High Court Jammu wing comprising Chief Justice BA Khan and Justice JP Singh, after considering the status reports filed by the various Government Organizations, directed that the Transport Commissioner to implement the orders of DB within two weeks and also directed DIG, SSP Traffic and Deputy Commissioner Jammu that they shall render requisite assistance to the Transport Commissioner in carrying out the orders of this Court. DB further observed that two main areas were projected before this Court, the Government decision on the expert committee’s report and the ban order relating to entry of vehicles in Ragunath Bazaar. It was submitted by Advocate General that a committee had been set-up to see the feasibility of the implementation of expert committee’s recommendations on the entry of commercial vehicles whose report has been submitted to the cabinet for its decision, which matter was likely to take sometime. On February 14, 2007, Court had allowed one months time to the state government to take decision on the matter. Considering the request of Advocate General, this time is extended by another three weeks facilitating the state cabinet to take a decision on the recommendations of the expert committee and the committee constituted to see the feasibility of implementation of the recommendations of the expert committee. Chief Engineer PWD (R&B), DIG, SP Traffic and Commissioner Municipal Corporation Jammu were directed in terms of order February 20, 2007 to prepare an action plan for enforcing the ban order pertaining to traffic movement in Ragunath Bazaar. Division Bench further observed that the status report submitted by the SSP Traffic indicates the proposed action plan, which, however, falls short of the requirement because the committee seems to have missed the object behind the ban order, which had been intended to make the Ragunath Bazaar Traffic Free Area, Advocate General seeks some more time for this committee to co-opt some more machinery including town planner and Court counsel Mr. DC Raina so that a report in this behalf was submitted to the Court taking in regard the point of view of Ragunath Bazaar Traders Association. DB allowed two weeks further time to Advocate General. The SPP Traffic Jammu has complained about the non-availability of some area where the vehicles seized by the traffic department could be parked, Vice-Chairman JDA submits there was no such suitable area available with the JDA. Upon this the Court directed Divisional Commissioner Jammu to convene a meeting of DIG, SSP Traffic, Vice-Chairman JDA, Town Planner, Principal Chief Conservator of Forests and Deputy Commissioner Jammu for finding out a piece of land, which could be temporarily handed over to the traffic department for parking of seized vehicles. The Divisional Commissioner Jammu shall have three weeks time to decide on the matter. On the last date it was pointed out that the JDA has not completed the Van-Bhawan parking, which was to be used by the Ragunath Bazaar Traders Associations and consumers who visited the Ragunath Bazaar. The VC JDA who was present in the Court submitted that parking area was complete now and that the vehicles could be parked there. Accordingly the SSP Traffic and the VC JDA are directed to take steps, in the meanwhile to ensure that the vehicles, which are otherwise being parked in and around Ragunath Bazaar area, are allowed to be parked in this parking area which was especially created for this purpose.
