| Hike in legislators' perks | | EDITORIAL | |
The legislators belonging to various political parties, who are bitterly fighting against each other even over non-issues, are rarely unanimous over an issue. One of the issues over which there is complete unanimity among the legislators is the hike in their perks. The law makes, who make laws for the governance of the country as well as pass the money bills for incurrence of expenditure for governess, conduct miserly while enhancing the salaries and other perks of the government employees, are quite liberal when it comes to enhancing their own perks. While the post graduate employees as teachers in Rehebr-e-Talim or aanganwaris are employed with meager salary of Rs 1500 each per month and the government is hesitating to enhance their salaries, the legislators have unanimously passed the bill to enhance their own perks, in one go, from Rs 15000 per month to Rs 45000. Whereas the state government is under great financial stringency and is unable to disburse the regular salary to the employees in the public sector undertakings and in several cases the employees in these establishments are without salaries for months and years together, have through the voice vote given big hike to their own perks. The poor state of J&K has been, which out of the revenue earned through its own sources cannot even meet the cost of the salaries to its employees, is totally unjustified in hiking legislators and ministers perks so liberally. In the case of the ministers the perks of Rs 50,000 per month is not the only financial implication involved, lakhs of rupees per minister are spent on providing them the rent free spacious bungalows, deluxe cars, fuel burnt in the cars, providing them a high security cover, telephone bills, traveling allowances etc. Similarly besides the monthly perks of Rs 45,000 per month to a legislator, heavy expenditure is involved in providing them the security cover and other such facilities. It goes to the credit of chief minister Ghulam Nabi Azad and the government led be him that arrears of salaries of the daily wagers and work charge employees as well as the employees in various public sectors under takings accumulated for last some years, have been ordered to be cleared. This has given great relief to the concerned employees, who were at the brink of starvation as a result of non-disbursement of their salaries and non-clearance of their arrears. However, the announcement of enhancement of the salaries of aanganwari workers and teachers appointed under Rehebr-e-Talim program are still awaiting implementation. Further, the appointments of engineers and other qualified hands on contractual basis is still being made on a meager salary of Rs 4500 to Rs 5000 per month. It is time that the salary of these employees engaged on contract basis should be appropriately enhanced.
