Council bids adieu to its Chairman Upper House cools heat of democracy: Gen. Sinha

Quoting remarks of great US jurist Mr. Tomson Jaffery, Governor Lt. Gen. (Retd.) S. K. Sinha said that Mr. Tomson has rightly observed that lower house of legislature represents the turbulence of democracy and the upper house cools its heat.
Gen. Sinha was addressing a send-off and welcome function of Legislative Council here today.
He said in a situation where there are two schools of thoughts prevailing regarding necessity of upper house, he has found Legislative Council a sort of permanent house extending permanency to the democracy and contributing in a major way for stability in democracy.
Gen. Sinha appreciated the role of out-going Chairman Mr. Abdul Rashid Dar and said that he has brought laurels to the house during his long tenure of 10 years as Chairman. He said Mr. Dar has numerous times visited Raj Bhavan alongwith parliamentarians of many countries for interaction with Governor and he has found him capable and excellent parliamentarian creating vast impact on parliamentarians and legislatures.
Governor welcomed the incoming council members and wished best to outgoing members.
Speaking on the occasion, Chief Minister Mr. Ghulam Nabi Azad while welcoming new comers recited Urdu couplet ‘ Ye Eshik Nahin hai assan, bas Itna Samaj Lejia, Ik aag ka dariya hai bas doop kay jana hain’ meaning that love for anything is not as easy as you consider. It is a flowing river of fire and you have to pass through to it.
Chief Minister said that where motto for entering into politics would be service to mankind and conviction to help people then the task is uphill one as such requires strength and courage to honestly and sincerely accomplish it.
He wished best wishes to outgoing Chairman Mr. Abdul Rasheed Dar and other members reiterating from council membership. He said politicians never retire tell they are mentally alert as such like sun they set at one place and rise on the other.
He lauded the service of Chairman Dar and said that by his extra ordinary way of conducting business in the house impartially and accommodating every councilor has earned him great respect and effection in the hearts of council members.
Earlier, Mr. Mangat Ram Sharma in his speech also mentioned the role of Mr. Dar and his experience in conducting the business and running the house most effectively.
Mr. Bhim Singh, Mr. Nizamu-ud-Din, Ms. Sakina Ittoo, in their marvelous speeches showered praises and commendation on Mr. Dar andothers who are retiring and welcomed incoming councilors.
Secretary Legislative Council Mr. G. R. Mehboobi presented vote of thanks to dignitaries, media and other who were present on the occasion.
Those who have also retired from the Legislative included Mr. A. R. Tikoo, Mr. Ghulam Hussain, Mr. Brij Mohan Sharma, Mr. Iqbal Bhat, Mr. Nazir Mir, Mr. Abdul Rashid Dar and Mr. Ghulam Rasool Kar.
