Mehbooba welcomes BSF pullout

Welcoming the proposed move of the Central Government to withdraw 11,000 Border Security Force (BSF) personnel from the six towns of the Kashmir valley, the Peoples Democratic Party (PDP) today called for a sustained process for phased reduction of troops from the internal security duty in the State.

In a statement issued here today, PDP President, Ms Mehbooba Mufti said the Central Government's decision to initiate the process of phasing out the security forces from the internal security duties is the vindication of the party's stand that the time has come for measured reduction of troops in the State as the fast-improving situation demands such measures. She, however, stressed the need for simultaneously initiating the process for revocation of the Armed Forces Special Powers Act (AFSPA) and vacation of all the civilian properties by the security forces for a positive impact on the ground situation.

Ms Mufti said Prime Minister, Dr Manmohan Singh and the Union Home Minister, Mr Shivraj Patil's assertion in the Parliament that there is visible improvement in the State's security situation need to be complimented by sustained troop reduction, revocation of AFSPA and vacation of civil properties by the forces so that the people feel the change. She said it is the most appropriate time to empower the civil society institutions in the State and bring about the much-needed turn-around in the situation.

The PDP President emphasized that once the general masses feel the relief they would develop stakes in the peace and strive for its sustenance by strengthening the democratic processes and institutions in the State. She said the process for withdrawal of forces initiated by the Center must initially with six towns including Waripora, Qasbanagam, Sopore, Tral, Pulwama and Chrar-e-Sharief must be extended to the other areas of the State as well.
