| WHO WILL OCCUPY HOT SEAT IN THE UPPER HOUSE? | | | Jammu | March 9 Who will be the next chairman of the Legislative Council ? This question has assumed added importance after the present Chairman, Mr Abdul Rashid Dar’s term in the upper House ends tomorrow. The Congress and the PDP favour a member belonging to the Kashmir valley to get elected as Council chairman.Leaders of these two organizations are of the opinion that since the Chief Minister and the speaker of the Legislative Assembly belong to Jammu there should be a man from the Kashmir valley to occupy the Council chairman’s chair.In addition to this the two coalition partners favour seniority also.If this yardstick was applied the chances for Mr Mohd.Sharief Niaz to get elected for the chairman’s post have become bleak because he does not only belong to Doda district of Jammu but is also a close relation of the Chief Minister. At present four names were being considered for the post of the chairman and among them were Mr P.Namgyal,Prof. Bhim Singh,Mr M.Y.Teng and Mr Ghulam Rasool Kar and Mr Abdul Gani Vakil.If seniority were to be given weightage P.Namgyal tops the list. As per the constitution the Governor is empowered to appoint any member of the council as its chairman till furthers.Indications are that since Mr Namgyal is senior to a number of other members besides having been a member of the Lok Sabha the Governor is likely to appoint him as chairman.His another merit is that he belongs to the backward Ladakh region.
