We will implement FC recommendations on priority: CM

Chief Minister Mr. Ghulam Nabi Azad said on Friday that recommendations of Finance Commission constituted to ensure equitable distribution of resources for balanced development of all the areas would be implemented on priority.
Inaugurating Utterbehni bridge about 35 kms from here on Devak, Chief Minister said that government believes in translating every announcement and commitment made to public either in election manifesto or Common Minimum Programme into reality. “Appeasement policy to lure voters is unknown to him and his party”, he said.
He said completion of 150-meter long, 7.5-meter wide double-lane, carriage-way multi-barrel modern box bridge to connect Uttarbehni with Purmandal in record period of eight months itself speaks of the government’s firm determination to showcase that it believes in deeds rather than sloganeering.
Chief Minister said that Rs. 4 crore bridge at Devak has been long cherished dream of people of Jammu since a long time and his government is proud to have realized it fulfilling aspirations and demands of the people in a record period.
Chief Minister said that two more bridges on Nagrota-Motlian road and Samba-Mananu road are presently under execution and likely to be completed by December next.
Chief Minister said a new phase of connectivity and upgradation of road network including construction of bridges and roads has been kick-started throughout the state to provide connectivity facility to every village and hamlet and open economic vistas of development. He said education and health sectors are receiving focus of attention alongside road connectivity programme.
Mr. Azad said that appeasing slogans for political gains and personal ends ultimately crush on ground and expose the persons fond of such practices. “We should place every fact and veracity of situation truthfully before the people so that they are aware and apprised of every aspect. This is a true people-friendly political policy for which he feels satisfied that he and his party since came at the helm of affairs in the state shared every fact with people without emotionalizing situations for petty politics”, he maintained.
He said, he has directed the administration to concentrate on consolidation of development scenario and fulfilling the promises and announcements made to people during last five years which are yet to take-off on ground.
Mr. Azad said that Samba is now a new district and will function from the month of April alongwith other newly created districts for which preparedness operation is in final phase.
Chief Minister said that Samba district would come up on tourist map in a big way by construction of 81 kilometer long Vijaypur-Uttarbehni-Purmandal-Sagoon-Sangar-Domail-Katra road under newly created tourist circuit.
He said Bloeria committee has been revived to look into the demands made by people in various areas for niabats and tehsils etc. The committee has been asked to submit its report within 9 months, he added and praised Bloeria committee for presenting demarcation report to the government a day earlier that of the target date.
Referring to the local employment in the industrial units established in the state by various investors, Chief Minister said that he has been told that presently 70 percent employees working in the factories are locals which is likely to be 90 percent within next two years.
Speaking on the occasion, Minister for R&B Mr. Gulchain Singh Charak highlighted the importance of Uttarbehni bridge and said its completion and inauguration is dream come true in a real sense. He said the bridge has been completed by JKPCC in a record time utilizing modern technology and engineering skills. He said its completion has given great succour to the people of scores of villages by connecting Uttarbehni and Purmandal.
Mr. Charak lauded Chief Minister for setting in place a new work culture which resulted in taking up projects under double and tripple-shifts for early completion. This has worked wonderfully on ground, he added.
MLA Mr. Yash Paul Kundal, ex-MLA Mrs. Swaran Lata, local public leaders Mr. Bihari Lal Sharma and Mr. Raja Pagadotra also spoke on the occasion.

Tara Chand urges for early rehabilitation of border migrants
Jammu, March 09 (INFO) – Speaker Jammu and Kashmir Legislative Assembly Mr. Tara Chand has underlined the need for completing the process of Khour border migrants rehabilitation programme expeditiously and said people of border areas have already suffered a lot due to Kargil conflict during 1999 and administration should heal their wounds on priority basis.
Mr Tara Chand was chairing a meeting convened to review the rehabilitation programme of border migrants here today. The meeting was attended by Financial Commissioner, Home Mr. B. R. Kundal, Chief Engineer, M&RE, Mr. D. S. Pawar, Financial Advisor, Home, Superintending Engineer, PHE, Superintending Engineer, R&B, Additional Deputy Commissioner (R) and various officers of other departments.
The meeting reviewed the progress achieved so far and discussed the allied matters and bottlenecks that are hindering the speedy implementation of border migrants rehabilitation programme.
Speaker directed the Financial Commissioner, Home to immediately issue instructions to the concerned executing agencies to complete the process at the earliest. He stressed the need for close coordination between various departments responsible for implementation of border people’s rehabilitation programme to ensure effectiveness and speedy disposal of issues.
It was decided in the meeting that a Committee of three officers involving Assistant Development Commissioner, Tehsildar and a Naib-Tehsildar would be constituted, which would be responsible for handing over the possession of land to uprooted families of border villages who migrated during the border shelling, after proper demarcation and verification. The Committee would also ensure compensation to people for clearing the barren land and for tractorization as per the past practice and rates fixed by the Government to each family. The Committee would also be responsible for identification of land for alternate accommodation to 6072 families of 21 villages located at the zero line. The Committee would complete this process within one month.
Similarly, the other departments would also post the additional staff for dealing the specific job related to the rehabilitation process, the Committee decided.
