Tara Chand urges for early rehabilitation of border migrants

Speaker Jammu and Kashmir Legislative Assembly Mr. Tara Chand has underlined the need for completing the process of Khour border migrants rehabilitation programme expeditiously and said people of border areas have already suffered a lot due to Kargil conflict during 1999 and administration should heal their wounds on priority basis.
Mr Tara Chand was chairing a meeting convened to review the rehabilitation programme of border migrants here today. The meeting was attended by Financial Commissioner, Home Mr. B. R. Kundal, Chief Engineer, M&RE, Mr. D. S. Pawar, Financial Advisor, Home, Superintending Engineer, PHE, Superintending Engineer, R&B, Additional Deputy Commissioner (R) and various officers of other departments.
The meeting reviewed the progress achieved so far and discussed the allied matters and bottlenecks that are hindering the speedy implementation of border migrants rehabilitation programme.
Speaker directed the Financial Commissioner, Home to immediately issue instructions to the concerned executing agencies to complete the process at the earliest. He stressed the need for close coordination between various departments responsible for implementation of border people’s rehabilitation programme to ensure effectiveness and speedy disposal of issues.
It was decided in the meeting that a Committee of three officers involving Assistant Development Commissioner, Tehsildar and a Naib-Tehsildar would be constituted, which would be responsible for handing over the possession of land to uprooted families of border villages who migrated during the border shelling, after proper demarcation and verification. The Committee would also ensure compensation to people for clearing the barren land and for tractorization as per the past practice and rates fixed by the Government to each family. The Committee would also be responsible for identification of land for alternate accommodation to 6072 families of 21 villages located at the zero line. The Committee would complete this process within one month.
Similarly, the other departments would also post the additional staff for dealing the specific job related to the rehabilitation process, the Committee decided.
It was further decided that the Financial Commissioner, Home would take up the matter with the concerned army authorities to retrieve the land, which is under the occupation of army across the ditch and also to decide on the compensation of such land to their owners. Army would further be requested to erect additional gates for the free movements of villagers to undertake agricultural activities across the ditch area.
It was also decided that the Centre government would be approached for granting free ration for another six months to such families who could not take up their agricultural activities due to non-clearance of their fields which have become barren at the zero line.
It may be mentioned that the Centre Government has sanctioned a package of Rs. 78 crore for the rehabilitation of border migrants of Akhnoor tehsil. The people of border areas were forced to migrate from their homes due to constant border shelling across the border during the year 1999 after Kargil conflict. The government has already completed various works related to the restoration of infrastructure and other essential services in the border villages of Khour block which were badly hit by the shelling. But some families of zero line could not return to their homes due to unhealthy conditions in their areas. The rehabilitation programme also involves alternate shelters for 6072 families of 21 villages located at the zero line, at some safer places, which could be used by them during emergency situations. The process of acquiring the land for the purpose is under active consideration of government and constructional work would start soon.
