| Cabinet approves transfers, postings, promotion to selection grade, induction into KAS | | | Jammu | March 09
The state cabinet which met here today under the chairmanship of Chief Minister Mr. Ghulam Nabi Azad approved following transfers and postings in the administration:
Mr. Sandeep K. Nayak, IAS, on his repatriation from central deputation has been posted as Managing Director Power Development Corporation relieving Principal Secretary PDD of the additional charge.
Mr. Laj Ram, KAS, Joint Settlement Commissioner has been transferred and posted as Additional Deputy Commissioner Kathua against available vacancy.
Mr. Ali Mohammad Dar, Additional Deputy Commissioner, Srinagar has been transferred and posted as Director Land Records Kashmir relieving Mr. Mohammad Afzal Bhat, Additional Commissioner Kashmir of the additional charge of the post.
Mrs. Salma Hameed, KAS, Joint Director Employment Kashmir has been transferred and posted as Member J&K Services Selection Board.
Mr. Khurshid Ahmad, KAS, Joint Director Information Kashmir has been transferred and posted as Additional DC Srinagar vice Mr. Ali Mohammad Dar.
Mr. R. K. Mohindroo, KAS, Deputy Commissioner (Appeals) Commercial Taxes, Jammu has been transferred and posted as Member J&K Services Selection Board.
Mr. Gazi Ahmad Pandit, KAS, Assistant Commissioner (Central) in the office of Divisional Commissioner Kashmir has been transferred and posted as Settlement Officer Kashmir against available vacancy.
Mr. Anil Sharma, KAS, Programme Officer ICDS Jammu has been transferred and posted as Additional DC Poonch against available vacancy.
Mr. R. K. Gupta, KAS, SDM Samba and Mr. S. M. Sahni, KAS, General Manager JKTDC, under orders of transfer as Additional DC Poonch and General Manager DIC Kathua respectively shall continue at their previous places of postings till further orders.
The cabinet also accorded sanction to the promotion of the following time scale KAS officers to the selection grade of Rs 12000-16500 of Jammu and Kashmir Administrative Service (KAS) from the dates indicated against each:
Mr. Ali Raza, KAS, SDM Neyoma w.e.f 01-08-2005; Lobzang Tsultim, KAS, Deputy Director Information New Delhi w.e.f 01-08-2005; Mr. Tsewang Marup, KAS, the then SDM Khaltsi w.e.f. 1-08-2005 till his retirement i.e. 31-08-2006; Mr. Arun Kumar Sharma, KAS, awaiting orders of adjustment in GAD, prospectively; Sheikh Fayaz Ahmad, KAS, Deputy Director Estates Srinagar prospectively; Mr. G. S. Chib, KAS, Secretary Services Selection Board prospectively; Mr. Doulat Ram Sharma, KAS,
Personal Officer Directorate of School Education Jammu prospectively; Mr. S. M. Sahni, KAS, General Manager JKTDC Jammu prospectively; Mr. Showkat Ahmad Beig, KAS, Dy. Director Directorate of Rural Development Kashmir prospectively; Mrs Reva Gupta, KAS, Joint Registrar Cooperatives Jammu prospectively; Mr. Inder Singh, KAS, Dy. Director Libraries Jammu prospectively; Mr. Ghulam Rasool Wani, KAS, Special Assistant to Minister for Agriculture Production prospectively; Mr. Showkat Ahmad Fazili, KAS, Dy. Director IMPA Srinagar prospectively; Mr. Rafiq Ahmad Hakim, KAS, SDM Ganderbal prospectively and Mr. Mohammad Yousuf Zargar, KAS, Assistant Commissioner Revenue Handwara prospectively;
It is further ordered that above promotions shall be subject to the outcome of the writ petition(s), if any, pending consideration before the competent court (s).
The cabinet also approved appointment of Syed Atta Ullah, a member of the Jammu and Kashmir Secretariat (Gazetted) Service-I to the time scale of Rs 10000-15200 of the KAS with immediate effect. However, his promotion shall be subject to the outcome of the writ petition (s), if any, pending consideration before the competent court(s).
The cabinet also sanctioned promotion of Mr. Mohammad Afzal Bhat, KAS to the special scale of Rs 14300-18300 of KAS on adhoc basic until further orders.
His adhoc promotion shall be subject to the outcome of SWP No. 109/98 titled Basharat Saleem and others V/S State and others. His promotion will also be subject to the outcome of the other writ petition(s), if any, pending consideration before any competent court(s).
The cabinet also sanctioned promotion of Mr. J. S. Pachnanda, KAS, Director Land Records and Consolidation of Holdings Jammu to the special scale of Rs 14300-18300 of KAS w.e.f 19-12-2006. His promotion shall be subject to the outcome of writ petition(s), if any, pending consideration before the competent court(s).
The cabinet also accorded sanction to appointment of Mr. Saleem Mohammad, a member of Jammu and Kashmir Revenue (Gazetted) Service to the time scale of Rs 10000-15200 of KAS w.e.f. 1-11-2004. His promotion shall also be subject to outcome of writ petition(s), if any, pending consideration before competent court(s).
